We,
the delegates of the Latin American parties that represent the people of our
Countries, who in accordance with our principles and actions are struggling to
achieve a just, democratic and egalitarian society, Consider: That
our vocation towards the unity of Latin America is the political expression of
the ideals of Bolivar, to which we aspire through adherence to the principle of
sovereign determination of all nations and through the policy of non
intervention, in the understanding that in order to achieve these purposes it is
necessary to establish valid relationships and policies among ourselves and in
our dealings with others; That,
firm and sure as we are, that no one will do for us what we do not do for
ourselves, and that no one can claim the right to care, with weapons, tariffs or
whatever other pressure means, for our own sovereignty, we hereby represent that
none of our countries will be truly free and independent until all the nations
of Latin America are so; That
the struggle against foreign intervention and pressures can not be sufficient
and effective, if within our own Countries grow disunion, repression,
exploitation and inequalities, and that the abolishment of injustices and
underdevelopment must not be postponed any longer; That
our Countries are disunited by unnecessary competence among each other and that
pending problems and tensions among Countries of our continent, generate
distance among brother nations that threaten the united and solidary action of
Latin America and impose the urgency to achieve such fast and just pacific
solutions which should not divide us nor place us one against another to the
benefit of those who exploit us; that nothing and no one, but us and only us, by
means of a combative unity against foreign intervention, exploitation and
pressure, will be able to do our part in the construction of a just and free
Latin America; That
the efforts towards the integration of our Countries have faced and still face,
all sorts of interests that halt the process and even prevent it, distancing
Bolivar´s unifying program from the feasible possibilities to make it real; Tha
the rise of organizations in developing Countries, specially in the ones of
Latin America, must be supported and stimulated whenever they should represent
an effort from such nations to modify those worn out and inadequate structures
hindering the achievement of the people´s well being and provoking an
irrational exploitation of resources to the benefit of some nations, a fact
which causes great damage to developing countries; That
the crisis of the current system of world economy generates adverse conditions
for the adequate development of Latin American and intensifies the breaking of
capital world markets and raw material markets; that the unjust treatment in
commercial, financial and technological relations imposed by highly developed
Countries, handicaps imposed by powerful nations and the creation of manipulated
or fictitious frictions, produce divisions in the unitary struggle of developing
Countries and all sorts of pressures affecting such Countries´
self determination and their democratic decisions; That
the regions of Latin America suffer from massive poverty with millions of
persons living in misery generated by the growth model and by industrialization
and consumer patterns that increase the concentration of wealth and dependency; That
should this unjust growth model continue, at the end of the present century the
considerable increase of the region´s urban population, generated as a
consequence of the unequal development between the rural and urban areas, will
pose a serious social pressure and will intensify the problems of Latin America,
specially in regards to occupation, jobs and food, housing, education and health
necessities; That
it is time for Latin America to undertake determined efforts to put an end to
dependency, upon the basis of an adequate mobilization of its people, a
revaluation of its reserves and raw materials and the support of its cultural
unity, its liberal conceptions and its transformative capacity, for these must
be, and will be, to the benefit of the Latin Americans; That
from such perspective the national, anti imperialist and democratic Latin
American political parties should and may be, through its coordinated action, a
vital factor towards the strengthening of democracy and an aid to its
establishment in those countries where it is still absent; That
the youth of Latin America claims for congruence and authenticity between
political thought and practice and demands honesty and action; That
sovereignty resides always in the people who have the unassailable right to
modify their form of government, as is fully confirmed by the recent and
significant victories of the popular and revolutionary powers in Latin America,
that bury the signs of infamy, surrender and dependency of some Creole
dictatorships; The
breaking up with colonization and making real the unassailable right to
independence of all nations in Latin America, are irreversible historical
processes which insure the failure of all colonial attempts and the definite
defeat of the imperial manifest destinies; That
the current international monetary system is dominated by the most powerful
industrialized capitalist Countries; such system creates favorable conditions
for said Countries and their transnational corporations, while effectively
frustrating intents by developing Countries to create structural changes within
their own economies which tend to insure a better social justice for the
majority of their people. We
therefore proclaim: The
imperative necessity to unite our efforts so as to have such relations and
establish such permanent policies among ourselves and in dealings with others,
as are required by our will for Latin American unity; Our
strongest reject to colonialism in all its old and new ways, names and
expressions and our imperishable commitment to the struggle for independence of
those Countries of Latin American who have not yet achieved their national
independence; The
awareness that no Country of ours will be really free until all Latin American
nations are free; that the only way to achieve freedom is by respecting non
intervention and national self determination, as well as through our own efforts
and by Latin American solidarity; The
unconditional respect to national sovereignty as a fundamental political
decision and our inflexibility in defending it before foreign influences or
pressures, before political, military and cultural interventionism and before
economic subjugation; The
necessity to be congruent in our struggles against foreign dependence and
intervention, through national and regional democratic efforts to achieve the
constitution of a truly just and free Latin America; Our
creative support to efforts towards the integration of our Countries and towards
the organizations in charge of making them real, faithful to the old and current
project of Bolivar; Our
unconditional support to the Economic Rights of the Nations, which enforcement
would bring the world into an international order where peace with development,
and justice with liberty would reign; The
necessity of a new international monetary system that would use the tansference
of resources and its conditioning, not to reinforce under-development nor to
compromise national sovereignty, but to promote an ideal development model and
to strengthen the economical and political national self determination of our
countries; The
promotion and defense of human rights set forth in the Universal Declaration and
the necessity to count with an international instrument to guarantee social
rights; Our
inflexible respect to the principle of peaceful solution of conflicts among
States as well as our solidarity with all efforts in favor of general and
complete disarmament and specifically, with those encouraging the suppression of
military garrisons in the continent as well as with all measures that truly
foster peace; Our
full identification with the concept of democratic, social and law abiding
States, as the most valuable form of organization and social transformation; our
unconditional support to the people´s right to modify their form of government
in execution of their sovereign power; Our
commitment to the struggle for democracy to insure the participation of
majorities and minorities in the State´s decision making functions, within a
frame of legal certainty in which differences would be set aside, where one
would profit from similarities and where ideological differences would be
respected; Our
will to generate policies and instruments to insure a harmonized development of
Latin American structures and cultural ways of being, stimulating the
revolutionary and creative capacity of new generations, taking inspiration in
the knowledge of feelings, ideas, thoughts and work of our nations´forgers; That
the democratic victories recently achieved in the continent are a legitimate
triumph of all the nations of Latin America against imperialism and Creole
dictatorships; the dawn of a new Latin America free from manifest destinies and
colonial and neocolonial ties; The
will of national, revolutionary, democratic, anti-imperial or socialist
political parties who have proclaimed their adherence to social and plural
democracy in order to unite their efforts, in accordance with their respective
statutes and ideological platforms, to contribute to the total integration and
independence of Latin America, as well as the duty to coordinate their actions,
organized civic struggles and their popular movements, to defend regional self
determinations, and their concerted decisions to impel the firm defense of
natural resources as a base for our people´s democratic and independent
national development; We
propose to: Permanently
struggle to achieve total independence for our nations. Jointly
defend democracy and those legal institutions that guarantee real and effective
popular participation in the political destiny of our nations, as well as to
foster its development and perfecting. To
support the replevying struggles of the nations of Latin American without
interfering with their internal policies, strengthening self determination,
which is the foundation of all just and dignified relationships. To constitute a common front before all political activities which could imply imperial foreign penetration, or that could actas a means to propitiate Fascism or any other forms of dominion. To
resolutely support the struggle towards a general and complete disarmament; to
foster and absolute opposition from the people of the region towards anything
that would injure the condition of a non nuclear zone, which under the spirit of
the Tlatelolco Treaty has Latin America, in order to avoid the hostile use of
the atom; to propitiate the suppression of foreign military garrisons and bases
in the continent and to apply the financial resources thereof to the well-being
and prosperity of the people. To
create a conviction and promote the means to defend, maintain the sovereignty,
conservation and better use of the region´s natural resources and to guarantee
the exercise of sovereignty over said resources, specially the energy and fuel
resources. To
strife for negotiations of international treaties to defend Latin American
interests before the expansion of transnational corporations. To
protect the development, strengthening or revision, as the case would be, of
those Latin American organizations that promote the region´s economical
independence before colonialism and neocolonialism. To
promote joint actions to procure, all around the world, a more just economical
order and to achieve a regime constituted by educational, scientific, cultural
and technological commercial inter collaboration. To
cooperate in the development of world policies to allow a responsible use of
energy for the well being of all and as a responsibility of humanity, and to
foster the sovereign development of the countries that posses them, as well as
to benefit those Latin American countries where fuels are scarce. To
defend and promote respect to Human Rights, which include social and economical
rights and the institution of political asylum. Resolutions: 1.-
To create the Permanent Conference of Latin American and Caribbean Political
Parties, as a space for joint efforts in search of agreements and to
coordination of common actions towards the achievement aforesaid objectives. 2.-
To establish a Coordination for said Conference. Such Coordination shall be
constituted by a President, six Vice-Presidents representing the three regions
and a Executive Secretary, who will be elected by consensus and who will act,
initially, for a term of two years. 3.-
To entrust the Coordination with the following duties:
a)-
To prepare the periodical meetings of the Conference.
b)-
To propose joint plans of action on international problems in relation to
regional and world order, in accordance with the terms set
forth in this Declaration.
c)-
To maintain continuous contact with the Conference´s member political parties
and to propitiate among them a close and permanent relationship. d)- To foster the incorporation to the Conference of other Latin American political parties who would be willing to accept the terms of this Declaration and would subscribe the commitment to uphold its principles and to advance in the actions it contains.
