Chapter
I Of the Nature of the Organization Article 1 The
Permanent Conference of Political Parties from Latin America and the Caribbean
(hereinafter COPPPAL), is a non-governmental political party composed by the
political parties and organizations that have subscribed to the Declaration of
Oaxaca, and that agree on the fact that all the declarations, resolutions and
documents approved by the Plenary Session rule their public and
internal lives. Article 2 COPPPAL
is a forum of Nationalist, Progressive and Democratic Parties which give
priority to sovereignty matters, it also pronounces in favour of the
establishment of a fairer and most equitable international order and of the
unity of Latin American societies. Article 3 COPPPAL
agrees on affirming that it cannot imagine any kind of democracy without
Political Parties an that politics should be sustained with superior values Article 4 COPPPAL
commits itself to fight for the democracy that guarantees the participation of
majorities and minorities in the decisive functions of the State, through a safe
judicial framework that guarantees individual public liberties, the full right
for political participation and the respect for ideological diversity. Article 5 COPPPAL
is an organization that is in search of political decisions in order to promote
a fairer wealth distribution that comes from economic development and
globalization process. Article 6 COPPPAL
promotes its fight against the violation of human rights, committing itself to
act permanently and concretely for states to develop, according to the
situations of each country, more efficient politics in order to encourage the
respect for these rights. Article 7 The
emblem of COPPPAL consists of a figure of the map of Latin America and the
Caribbean, painted in green on a white background. Under the emblem, it is
written the slogan “ Por la Integración y la Unidad de América Latina y el
Caribe” (“Towards Latin American and Caribbean Integration”).
Chapter II Of the aims of the Conference Article 8 COPPPAL
is the most important forum of Political Parties in Latin America and the
Caribbean, founded on October, 12, 1979 in Oaxaca, Mexico, and whose aims are: I. To defend democracy and judicial-political institutions, as well as to create a favorable atmosphere for their development and performance; II. To strengthen the principle of self-determination and independency of Latin American and Caribbean societies and the judicial equality of the States; III. To promote the process of regional integration and cooperation for Latin American and Caribbean societies; IV. To support any initiative that encourages disarmament and a strict respect for the principle of reaching pacific solutions regarding conflicts among States; V. To promote protection, sovereignty and the better use of natural resources of each country in the region; VI.
To carry out joint actions that could aim the establishment of a fairer
international economy; VII. To promote the respect for human rights that include social and economic rights and the right for the institution of political asylum; VIII. To encourage the representation of Political Parties becoming efficient representatives of social interests and to promote their autonomy before the powers of the Government. Article 9 In
order to achieve its aims, COPPPAL will have the cooperation of its associated
Political Parties, it will establish the bodies and commissions it deems
necessary and encourage the mechanisms for discussions, enquiries and
cooperation among the Political Parties that are members of COPPPAL.
Chapter
III Of the Members of COPPPAL
Article 10The
COPPPAL is integrated by: A.
Full Members: By
Full Member we understand one or more legally constituted political parties of
each Latin American and Caribbean country. They can participate in the sessions
carried out by the Conference with both the right of say and the right to vote
thereat. The political parties that have full rights are those that are members
of COPPPAL because they have subscribed to the Declaration of Oaxaca, before
this Statute was adopted, and maintain a legal political registry in their
countries. Full members would be able to be part of the managing bodies. B.
Associated Members By
Associated Members we understand those Latin American and Caribbean political
parties that can have the right of say but have no voting rights in the sessions
carried out by this Conference. Associated members are those political parties
and organizations that could be members of COPPPAL after the subscription to the
Declaration of Oaxaca and the approval of this Statute and those which maintain
a legal political registry. Associated members could participate in all the
scheduled and special activities to be carried out by the Conference. C.
Participant Members By
Participant Members it is understood those political parties that having been
full or associated members have lost the elections in their countries, the
political representation and social popularity required to maintain their
political registry. Participant Members can participate in all the scheduled or
special activities to be carried out by the Conference, but they have not full
voting rights. They will be able to obtain their original member condition only
once they have regained the political registry in their county. D.
Guests It
is understood by Hosts those national, regional or international political
parties or organizations as well as officers and dignitaries who having been
invited by the Conference often assist to its events. E.
Special Guests Special
Hosts are those who according to the specific matters discussed upon COPPPAL
activities add new knowledge to them. With
a previous request, associated members could become full members after a year of
having joined COPPPAL by obtaining the larger number of votes from the Plenary
Sessions and by recommendation of the General Coordination Commission. By
recommending, admitting and suggesting new members, the Admission, General
Coordination and Plenary Commissions will be in charge of supervising these
members for them to commit themselves and defend the principles and provisions
of COPPPAL and to contribute to the achievement of them. Membership and
admission requirements of COPPPAL will be subject to the respective regulations.
Chapter
IV Of the rights and duties of the members of COPPPAL Article 11COPPPAL
political parties commit themselves to be respectful and helpful to one another;
to assist to the meetings called by the Conference and to participate actively
in its programs and activities; to pay the annual membership fees to be imposed
by the Financing and Administrative Commission; and to promote, develop and
defend the basic principles and programmatical and philosophic provisions of the
organization. COPPPAL
will be in charge of matters of general interest defined by its members and
there will be no opportunity to talk about the internal political differences
that may exist among its members.
Chapter
V Of the structure of COPPPAL Article12The
Permanent Conference of Political Parties from Latin America and the Caribbean
consists of the following bodies: 1.
Plenary Commission 2.
General Coordination Commission 3.
Chairmanship 4.
Associated Chairmanship 5.
Executive Secretary 6.
Permanent, Special and Ad Hoc. Commissions The
Political Party and not the individual is the one which will be in charge of the
responsibility assigned to it in order to hold offices of COPPPAL. In case the
Political Party in charge deems it necessary to replace the person who holds a
position, this replacement must be notified to the Executive Secretary, who will
notify this resolution to all member Parties. This notification must take place
in a reasonable time so as not to alter the work standards attached to this
office. In
case of replacement of the Chairman of COPPPAL, the Assistant Chairman will be
in charge of, through the Executive Secretary, notifying this resolution to the
member parties.
Chapter
VI Of the nature and functions of COPPPAL Bodies Of the Plenary Commission Article 13COPPPAL
Plenary Commission is the most important body of the organization and it
consists of all the full members of the Conference. There is one Ordinary
Plenary Session held once a year, besides all of the rest extraordinary
sessions, and it is called due to specific matters and purposes. The Chairman,
according to the General Coordination Commission and to the member Party that is
the host of the meeting, will opportunely announce the date of the respective
session. Plenary
Commission is in charge of electing the Chairman, who will hold office for a
period of three years. The Chairman candidacy must be backed by 10 full members
before the General Coordination Commission, previously to the day when the
election will be carried out. Article 14 The
quorum of the Plenary Session will be composed by the absolute majority of all
members. Each member has the right for one vote. The resolutions will be taken
by the simple majority, except for other provisions set forth in the Statutes. Each
matter to be discussed in the Plenary Session will be voted, save for a specific
provision or an opposite agreement. In case there were tie, the Chairman will
have the casting vote; if he is not present at the Plenary Session, the
Vice-Chairman will chair the session. In case the session were chaired by
another member of the General Coordination Commission, he will have the casting
vote. Article 15 The
central office of the Plenary Commission will be determined by the General
Coordination Commission according to the decision made by the member of the
Conference who is willing to be the guest. Article 16 The
Plenary Commission of COPPPAL will count with a managing board that will be in
charge of the agenda and of leading the debate. The Board will be composed by
the Chairman of the Conference, the Executive Secretary and the Vice-Chairmen.
Of the General Coordination
Commission
Article 17COPPPAL
General Coordination Commission consists of a Chairman, an Assistant Chairman, a
group of up to fifteen regionally representative Vice-Chairmen from different
political parties or political organizations, an Executive Secretary and up to
four Assistant Secretaries. The leader of the feminine organization member of
COPPPAL will have a permanent representation in her role of vice-chairwoman. The
General Coordination Commission is the maximum body among the celebrations of
the Plenary Sessions. The General Coordination Commission will hold meetings as
many times as the Chairman deems convenient. Its main function is to guarantee
the continuity of the tasks of the Conference, in accordance with the
lineaments, declarations and resolutions made by the Plenary Sessions. In case
of temporary impossibility to comply with the celebration of a General
Coordination Session due to extraordinary reasons outside the General
Coordination Commission, the Chairman or the Assistant Chairman will be
entitled, asking previously the members of this body, to call opportunely a new
session. Article 18 The
members of the General Coordination Commission are elected by the Plenary
Commission for a period of three years. They act as permanent representatives of
their respective political parties and they must be national high-qualified
political leaders. The members of the General Coordination Commission are elected through the positive vote of the simple majority of the members who assist to the Plenary Session, for a period of three years and may be re-elected. Article 19 General
Coordination Sessions will be called by the Chairman as many times as he deems
convenient for the proper performance of COPPPAL. General Coordination Sessions
will be called by the Chairman, asking previously the other members of COPPPAL.
The general Coordination Session will be compulsorily called at least once
before the celebration of the Plenary Session in order to arrange the agenda and
the program to be discussed as well as to arrange when and where the Session
will take place. Article 20 The
decisions of the General Coordination Session will be taken by the simple
majority of the assisting members. Each matter to be discussed will be voted. In
case of tie, the Chairman will have the casting vote; if he does not assist to
the session, the Vice-Chairman will chair it. In case the session were chaired
by another member of the General Coordination, he will have the casting vote. The
General Coordination Sessions of COPPPAL could be extended to other people,
inviting the Chairmen of Permanent, Special and Ad Hoc Commissions, as well as
other dignitaries and national and international organizations and COPPPAL
member political parties, only with the determination of the General
Coordination Commission and the approval of the Chairman.
Of the Chairman
Article 21The
Chairman, being a political leader of a high-qualified political party with full
condition in the Conference, will be the official representative of the
organization and will chair all the activities of COPPPAL. He will be in charge
of taking fundamental measures and decisions necessary to promote and fulfill
the interests and aims of COPPPAL. The central office of the Chairmanship can be placed in the country of the Political Party that is in charge of it. Article 22 Rights
and Duties of the Chairman A. To chair Plenary, General Coordination Sessions, as well as any other scheduled event of the Conference; B.
To supervise the decisions made by the Plenary and General Coordination
Sessions; C. To provide the General Coordination and Plenary Commissions, through the Executive Secretary, a annual report with activities; D. To subscribe together with the Executive Secretary to the minutes of the General Coordination and Plenary Sessions as well as to any other correspondence or documentations of COPPPAL that would require it; E.
To promote international relationships with other Latin American or
foreign institutions; F.
To promote the judicial representation of the Conference; G. To invite the members of COPPPAL and non-member political parties, organizations and dignitaries to participate to the different sessions of the Conference; H. To draft the annual budget to be presented to and be approved by the General Coordination Commission; I.
To delegate faculties and duties to other bodies or members of the
Conference; J. To administrate, through the Executive Secretary, the resources of COPPPAL and provide the General Coordination and Plenary Commissions a report on the financial status of the Conference; K. Whatever tasks entrusted to him by these Statutes and other applicable resolutions.
Article 23 The
Chairman will entitle the Executive Secretary to transmit among the members of
COPPPAL, the agreements, declarations and resolutions passed by the Plenary and
the General Coordination Commissions. Furthermore, it should issue news bulletin
to the member parties with the most important activities of COPPPAL. These
bulletins could be circulated among other COPPPAL non-member international and
national organizations, and other Political Parties and media.
Of the Assistant Chairman
Article 24The
Founder Chairman will be the Assistant Chairman of COPPPAL and he will hold a
permanent condition. The Assistant Chairman supports the General Coordination
Commission and he has the possibility of assuming temporarily the Chairmanship
of the Conference in case of replacement of the political leader who in
representation of his party holds unlawfully the Chairmanship of COPPPAL. The
Assistant Chairman will issue the convocation of a General Coordination meeting
at least thirty days before the meeting to elect the person who will replace the
Chairman. The Executive Secretary will notify the members of the Conference that
decision passed by the Chairman.
Of the Vice-Chairmen
Article 25The
Vice-Chairmen will help COPPPAL to fulfill its objectives and to perform the
actions of the Conference. Their political leaders commit themselves to
participate in ordinary and extraordinary meetings of the Plenary and General
Coordination Sessions. Vice-Chairmen could participate in the meetings carried
out by the Permanent, Special and Ad Hoc Commissions. Of the Executive Secretary
Article 26The
Executive Secretary is the officer in charge of the implementation and
communication of COPPPAL. It is the officer in charge of implementing the
policies and decisions issued by the Plenary and General Coordination
Commissions. It must arrange meetings, inform members about the functioning of
COPPPAL and promote the organization at all levels. It must carry out the tasks
imposed on him by the Chairman of the Conference. Article 27 The
Executive Secretary is composed by an Executive Officer and a representative
sufficient number of Assistant Officers, taking their subregional representation
into account. The Executive Secretary is an auxiliary body of the Chairman and
the General Coordination Commission. It will have the staff and the material
necessary to perform secretarial functions. It will count with a file that will
provide it with all the information related to the decisions and activities of
COPPPAL. Article 28 The
Executive Officer will be a well-known leader of a full member Political Party
of COPPPAL, who will have a vast experience in international framework and he
will be appointed by the Chairman prior to consulting the General Coordination
Commission and to being approved by the Plenary Commission. Article 29 The
Assistant Officers will be elected by the General Coordination Commission and
their function is to be Sub-Regional Auxiliaries of the Executive Officer. They
are selected according to an operative criterion from the different Su- Regions
of the Continent and they will perform their activities in their own regions. Article 30 Rights
and Duties of the Executive Secretary A. According to the commission of the Chairman, he will supervise the fulfillment of the resolutions passed by the bodies of COPPPAL; he will issue convocations to Plenary and General Coordination Sessions and he must inform periodically the members of COPPPAL about the performance and decisions of the organization, resolutions and agreements of the managing bodies and working commissions; B. The Chairman will entitle the Executive Secretary, on the approval of the General Coordination Commission, to arrange regional and sub-regional events about special issues; acts of solidarity and related activities; C. The Executive Secretary will take care of the files and resources of COPPPAL and will manage and administrate the publications and activities of the Conference; D. The Executive Secretary will inform members about the scheduled program passed by the Chairman and others for the General Coordination and Plenary Sessions thirty days before the meeting; E. Draw up and submit to the approval of the corresponding managing bodies the project of the annual budget of revenue and expenses; F. The Executive Secretary must collect and administrate the assets, under the orientation of the Chairman and in accordance with the activities approved by the Plenary and the General Coordination Commissions; and with the provisions set forth in this Statute; G. It should Render account of the handling of the funds to the corresponding managing bodies; H. He must prepare and submit, at the request of the members of COPPPAL or on its own initiative, to the consideration of the corresponding managing bodies, the programs, projects and working plans in coordination with the Commissions of the Conference; I.
He must watch over the activities of the Plenary and General Coordination
Commissions; J. He must perform the mandates of the Chairman and assist him in the fulfillment of his duties and obligations; K.
He must perform the legal representation of the Chairman of COPPPAL in
his absence; L. He must abide by and enforce the resolutions approved by the Plenary and General Coordination Sessions; The Executive Officer must carry out other tasks imposed on him by these Statutes and any other applicable provisions.
Of the Commissions of COPPPAL
Article 31COPPPAL
will be composed by organic, permanent, special and Ad Hoc. commissions. The
Organic Commissions are: the Auditing and Administrative Commission and the
Admission Commission. The General Coordination Commission can create, abolish
and merge, by simple majority, Permanent, Special and Ad Hoc. Commissions in
order to perform tasks and activities in accordance with the interest of the
Conference, at the request of the Chairman or any other member. The Foundation
of COPPPAL will have the level of Organic Commission. Article 32 The
Permanent Commission will study and analyze systematically the different issues
which are of general interest for the Conference and draw up and submit to the
consideration of the General Coordination Commission reports and working plans.
These reports and plans will be presented in the Plenary Session. Article 33 The
function each commission must perform is that corresponding to their own
nomenclature. The Plenary Commission, or in other cases the General Coordination
Commission, will approve the function, name and mandate and it will appoint the
seat and the political party to be in charge of presiding this Commission. The
Executive Secretary will issue the convocation. Article 34 The
integration of the Permanent Commissions will be carried out in such a way that
it could reflect the balance among the sub-regions of the Continent and the
representation of their members. Article 35 The
Permanent Commissions will hold sessions as many times as they deem convenient
for the good performance of their activities. They are composed by a Chairman, a
General Secretary and at least three members elected by the General Coordination
Commission. The seat of this Commission will be established in the country of
the member who will preside over it. The Chairman will be elected by the Plenary
or the General Coordination Commissions. The Political Party that will direct it
must provide sufficient funds to perform their tasks and activities. Article 36 All
the members interested in the issues and related activities can participate in
the performance of the tasks of each Commission. These members can appoint
before each commission up to two representatives, who must be experts in the
tasks of the Commission. Article 37 Each
Commission could suggest the Chairman the admission of regional institute
representatives related to COPPPAL or expert Latin American or Caribbean
dignitaries as consultants. Article 38 Each
Commission will prepare a working plan. This plan, as well as reports and
projects drawn up by the Commission, will able its members to undertake
initiatives in the task framework of the Commission. These plan, reports and
projects will be presented to the corresponding bodies of COPPPAL through the
Executive Officer who will submit them to the member parties of the Conference. Article 39 The
Chairman, through the Executive Officer, shall coordinate the functions to be
carried out by the Permanent Commissions. The Chairman can also consult their
suggestions and results to the members, and he can submit them to the
corresponding bodies and make them circulate among the members. If a Commission
fails to perform its tasks, the Chairman must suggest the General Coordination
Commission the corresponding changes to be adopted for its reactivation or
dissolution. Article 40 Local
expenses related to the functioning of each Commission must be afforded by the
Political Party that presides the Chairmanship of such Commission. The expenses
of the delegates who assist to each meeting or participate in each activity will
be afforded by their respective political parties. Article 41 The
Commissions must submit to the Chairman, through the Executive Officer, working
reports and projects which will be discussed in each Plenary Session. Article 42 Special
and Ad Hoc. Commissions will be established on the approval of the General
Coordination Commission with the purpose of following up an extraordinary or
contingent matter which all of the members of the Conference deem important, and
drawing up reports and suggesting initiatives to be considered by the Chairman,
the General Coordination and Plenary Commissions.
Chapter
VII Of the Financing of COPPPAL
Article 43In
order to provide COPPPAL with the resources necessary to perform its functions,
all members commit themselves to make an annual contribution. The criterion for
establishing the maintenance fees is set forth in the respective regulations,
taking the political and economic situation and the economic possibilities of
the members into account as well as other specific aspects in each case. Article 44 The
Plenary Commission will annually adjust the scale of contributions according to
the necessities of COPPPAL and to the scheduled activity program.
Chapter
VIII Of
the Admission Commission
Article 45The
Admission Commission will be in charge of analyzing and evaluating COPPPAL
membership applications and it will be composed by full members.
To be a member of COPPPAL it is necessary to subscribe to the Declaration
of Oaxaca and to all basic documents approved by the Plenary Commission. Members
must be a Political Party or organization legally constituted in compliance with
the laws of their countries and must demonstrate their importance through
electoral participations and parliamentary representation and/ or their
participation in the national political framework. Article 46 At
the request of the General Coordination Commission, the Plenary Commission must
decide upon exceptional memberships in case of lack of registry or parliamentary
representation due to wreaking of the democratic order or any other political
circumstances in their respective countries. The Admission Commission will pass
its reasonable opinion to the General Coordination Commission which will then
submit a definitive proposal to Plenary Commission which will finally arrive at
a decision. Article 47 The
General Coordination Commission is in charge of recommending the approval,
conditioning or exclusion of members. The Plenary Commission is in charge of
admitting new members or maintaining memberships. This process will be decided
upon the vote of the simple majority in a Plenary Session. Article 48 In
order to express its opinion, the Admission Commission will take into account
the fact that applicants comply with all the requirements set forth in the
Membership and Admission Regulations of this Conference. If the applicant fails
to comply with one of the requirements set forth in the aforementioned
regulations, the Commission will not be able to give the applicant a favorable
opinion. Article 49 A
Political Party that wants to be admitted as a member of COPPPAL shall submit
the corresponding application to the Chairman. This application will be studied
by and submitted to the Admission Commission which will later consult the
political party or parties which are part of COPPPAL in that country, ensuring
that the political task could be performed in a positive perspective. The
Admission Commission will pass its reasonable opinion to the General
Coordination Commission. The proposal will be submitted to the Plenary
Commission which will finally arrive at a decision. Admission,
General Coordination and Plenary Commissions will recommend, suggest and admit
new members in accordance with the fundamental documents of the applicant, its
historical trajectory and its political representation as well as its commitment
to transmit the principles and resolutions of COPPPAL and contribute to their
compliance, supervising the attainment of the principles and resolutions of
COPPPAL as well as this Statute.
Chapter
IX Of the Loss of Member Requirements
Article 50When
a full member of COPPPAL losses the elections in its country, the political
representation and social status required to hold a managing office in the
Conference, it will have to cease to hold that office and suspend its functions
until it regain or obtain it again. However, the General Coordination
Commission, taking the member’s responsibility and its proper continuity in
the tasks of the Conference into account, will be able to decide whether this
Political Party could maintain its position as a full member of COPPPAL or not
until he had finished the term of the office to which it was elected. Article 51 In
case an Associated Party looses its legal registry as a Political Party in its
country, the General Coordination Commission will study and analyze the
Party’s specific situation in order to submit its consideration to the Plenary
Commission which will later decide whether the Party will loose its membership
or not, or whether it is constituted as a participant member with the
possibility of participating in the different activities of the Conference but
without the right of say and the right to vote.
Of the Operation, Amendments and Understanding of the StatutesArticle 52These
Statutes could de amended in case it were necessary. They will be applied to any
other norms, regulations, decisions, agreements and resolutions previously
adopted or approved that contradict the meaning and spirit of the provisions set
forth in these Statutes. Article 53 Any
proposal for amendments of these Statutes shall be made by any member before the
General Coordination Commission, which will discuss it and in case the amendment
is adopted it will pass it to the Plenary Commission for the latter to decide
upon it through the vote of the simple majority of its members. Article 54 All
the matters that are not foreseen by these Statutes will be adopted according to
the understating of the philosophical and programmatical principles of COPPPAL
and the resolutions and decisions of its managing bodies.
Provisional Measures First These
Statutes will come into effect the day after of their approval and signature by
the Plenary Commission of this Conference. The Executive Secretary will publish
and distribute these Statutes and their amendments among the members of the
Conference. Second The
present members of the Conference will keep their category as full or associated
members when this Statute had come into effect. But this category can change
according to the provisions set forth in it. Third Those
political parties, organizations and institutions which were regarded as Special
Guests of the Conference will hold the position of Guests when this Statute
comes into effect. The
aforementioned resolutions were established by the XXII Plenary Session of the
Permanent Conference of Political Parties from Latin America and the Caribbean,
held in Oaxaca City, Mexico on October, 11, 1999. -Chairman, José Antonio González

Admission
and Membership Resolution Chapter
I General Provisions
Article 1This
Resolution rules the compliance with the criteria and provisions set forth in
the Statutes of COPPPAL about the Conference admission and membership. The
purpose of the Conference is to develop the admission requirements for
applicants, as well as the evaluation process of the application forms submitted
to the Conference. Article 2 In
order to fulfill the aforementioned objective it is necessary to take the
following into account: COPPP

the Admission Applicant of the Conference. Article 3 COPPPAL is composed by Latin American and Caribbean political parties that subscribe to the fundamental documents, declarations and resolutions of this conference and contribute to its transmission and attainment. The
different membership categories of the Conference are: full members, associated
and participant members. The Chairman is entitled to invite organizations and
dignitaries to participate in the scheduled activities of COPPPAL, without being
members of the conference but with possibility of having the position of guests.
Chapter
II Of the requirements to be members of COPPPAL
Article 4Those
that hold the category of full members are the political parties which have
subscribed to the Declaration of Oaxaca and those associated members that
according to the provisions set forth in the penult paragraph of article 10 of
these Statues have applied for full membership and have been admitted through
the vote of the simple majority of the members of the Plenary Commission. Article 5 The
requirements to be admitted as an associated member of the Conference are: I. To be a legally constituted Political Party and with a legal registry in accordance with the laws of its country and it must have a legislative and/or executive representation. II. To submit an application form, signed by the highest individual authority of the Party, attaching the documents which justify the legal registry, and upholding the reasons for such application. It must always subscribe to the fundamental documents, declarations, resolutions and documents of the Conference as well as to commit itself to contribute to their attainment. III. To submit the fundamental docum entations of its Party such as Declaration of Principles, Action Program, Statues, Political Platform or any other similar document. IV. To submit in writing a brief description of its most important activities. V. To submit documents or certifications of the legal registry of the Political Party. VI. To attach document or any other material about the historical trajectory of the Political Party. VII. To demonstrate that the applicant Political Party is in accordance with the objectives, nature and philosophical principles of the Conference. Article 6 In
order to be a full or associated member, the Political Party must maintain
through the elections in its country, the political representation and legal
registry of the Party. Those
members of the Conference that according to the terms and conditions of this
article loss their category of full or associated member, will hold the category
of participant member until they regain their legal registry of Political Party
in their countries. In this case, they will automatically regain their original
category, prior requesting it to the Chairman and the approval of the General
Coordination Commission. Article 7 The
Plenary Commission, on the proposal of the General Coordination Commission, can
exceptionally approve the category of full or associated member of one or some
of the applicants in case of lack of registry due to the weakening of the
democratic order or similar circumstances in their respective countries. Article 8 The
requirements to obtain the category of Guest of the Conference are: I. To be a Political Party or political, academic, humanitarian or similar institution interested specially in Latin American or Caribbean matters. II. To be an international, regional or sub-regional legally constituted institution and with well-known merits and representation in their specialties. III. To assist to the activities and events which are regularly organized by the Conference. IV. To fulfill the requirements set forth in the previous Article. The requirements to obtain the category of Special Guest of the Conference are: I. To be non-member dignitaries or institutions of COPPPAL. II. To participate in the activities of this Conference, at the Chairman’s invitation.
Chapter III Of the proceeding, analysis and evaluation of the admission or loss of COPPPAL membership Article 9 In
order to analyze and evaluate COPPPAL admission and membership applications, the
General Coordination or Plenary Commissions will appoint on the proposal of the
Chairman an Admission Commission composed by a Chairman and four members who
will hold offices for a period of three years. This
Commission will advice the Chairman and the General Coordination Commission for
the latter to submit their respective recommendations to the Plenary Commission. Article 10 The
General Coordination Commission is in charge of suggesting the admission,
conditioning or the loss of membership of new Political Parties or organizations
as members of COPPPAL. The Plenary Commission will decide on the admission of
new members, the conditioning or the loss of COPPPAL membership. The
applications filed by associated members to obtain the category of full members
will be submitted to the Chairman through the Executive Officer who will later
submit it to the consideration of the General Coordination Commission. This
application will be finally evaluated by the Plenary Commission. Article 11 Admission
applications or the suggestions of loss of membership will be submitted before
the Chairman of COPPPAL, through the Executive Secretary. The Chairman will
inform the General Coordination Commission about them. Article 12 The
category of member of COPPPAL can be lost by resignation, abandonment,
dissolution or dismissal when the General Coordination Commission deems these
matters appropriate. In this case, the Executive Officer shall inform the
members of COPPPAL about such resolutions. A
member who has ceased to participate in the scheduled activities of this
Conference or fails to comply with the obligations and objectives of the
Conference during one or more than one year may have his membership revoked. In
this case, the loss of membership will be confirmed by the Plenary Commission,
by the simple majority. Article 13 When
repeated absences or incompliance of a member of COPPPAL had been subject to the
loss of membership and due to dismissal, the Executive Officer must communicate
himself with the highest authority of the Party, requesting him to document his
will of keeping the party’s membership. The Executive Officer must inform the
Chairman about the results and he will inform the General Coordination
Commission about them.
Provisional Measures First This
Resolution will come into effect the day after of its approval and signature of
the Plenary Commission of the Conference. Second This
Resolution revokes the previous one. Third The
aforementioned resolutions were established by the XXII Plenary Session of the
Permanent Conference of Political Parties from Latin America and the Caribbean,
held in Oaxaca City, Mexico on October, 11, 1999. -Chairman, José Antonio González
