Los integrantes de la Coordinación General de la Conferencia Permanente de Partidos Políticos de América Latina y el Caribe, reunidos en la Ciudad de Santo Domingo, República Dominicana, el 26 de febrero del 2000,

CONSIDERAMOS

Que el actual modelo económico dominante no ha logrado conciliar la necesaria eficiencia económica con la justicia social, lo cual genera graves desigualdades que desembocan en una creciente exclusión social. Esta realidad cuestiona las mejores expectativas creadas por la globalización. Si bien es indispensable que nos sumemos plenamente al proceso de globalización, vemos con preocupación que la globalización divida al mundo entre globalizadores y globalizados. Los primeros, imponen las reglas que aseguran la defensa de sus intereses. Los segundos con escasas posibilidades de discutir y, menos de superar las normas inequitativas que se les imponen. Sólo si la globalización económica se acompaña de globalización del bienestar, ésta sería viable y duradera. Nuestro compromiso es luchar para que así sea.

Que los países de América Latina y el Caribe debemos sumar esfuerzos para responder a las exigencias de la nueva realidad internacional y reformarla cuando ésta atente contra nuestras legítimas aspiraciones por superar iniquidades sociales, económicas y culturales. La fortaleza común se alcanza tras un proyecto de unidad regional que estimule los procesos de integración que nos permitan insertarnos mejor en los mercados globales. Un proyecto que, a la vez, proteja al medio ambiente, estimulando un desarrollo sustentable. Un proyecto que se base en un sistema transparente de convivencia democrática. Estos objetivos solo podremos alcanzarlos si somos capaces de concebir y llevar a la práctica un nuevo Estado que propicie un verdadero desarrollo de nuestras sociedades, caracterizado por un estímulo sostenido y permanente a los procesos productivos. Y, a la vez, por una defensa intransigente del derecho de cada ciudadano a acceder a la salud, a la educación y a la vivienda .

Que la consolidación real de la democracia no se logrará en nuestros países mientras no superemos la crisis de participación ciudadana en la que nos encontramos. Para ello debemos abocarnos a reformar estructuras políticas, económicas, sociales y culturales. Y el comienzo se encuentra en la revalorización de la actividad política. En ser capaces de transformar a los partidos políticos en verdaderos agentes de participación ciudadana que respondan a las necesidades de un mundo globalizado, competitivo y con amenazas ciertas de exclusión social para grandes sectores de la humanidad.

Que los partidos políticos enfrentamos el desafío de una cultura globalizada en que la influencia mediática resulta determinante. Hoy, nuestro mensaje no sólo debe ser ajustado a las necesidades ciudadanas sino también de utilizar de manera eficiente las nuevas tecnologías comunicacionales que hoy abren un nuevo horizonte al poder mediático.

Que hoy más nunca resulta esencial practicar la solidaridad con los pueblos hermanos de América Latina y el Caribe. Sólo juntos tendremos la fuerza suficiente para resguardar nuestra libertad y derecho a determinar los proyectos de desarrollo que sean más convenientes para nuestras sociedades.

ACUERDOS

1. Agradecer al Partido Revolucionario Dominicano y a su Presidente, Lic. Hatuey de Camps, la hospitalidad que permitió la exitosa realización de este encuentro. Reconocer el invalorable aporte que ello significa para el logro de los objetivos que persigue la COPPPAL.

2. Ratificar por unanimidad a la Lic. Dulce María Sauri Riancho, Presidenta del Comité Ejecutivo Nacional del Partido Revolucionario Institucional, como Presidenta de la COPPPAL.

3. Expresar su satisfacción por el éxito electoral alcanzado por la Concertación de Partidos por la Democracia con su candidato a la Presidencia de la República de Chile, Dr. Ricardo Lagos Escobar.

4. Enviar un saludo a Rosie Douglas del Dominica Labour Party por su triunfo electoral como Primer Ministro de Dominica.

5. Expresar su pesar por el sensible fallecimiento del destacado líder del Partido Socialista Popular de Argentina, Guillermo Estévez Boero.

6. Realizar la XXIII Reunión Plenaria de la COPPPAL en el mes de octubre próximo, en Santiago de Chile. De esta manera se ratifica el acuerdo adoptado en la XXII Reunión Plenaria celebrada en Oaxaca.

7. Convocar a una reunión de parlamentarios de los partidos políticos miembros de la COPPPAL. En esa oportunidad se examinará el papel de los parlamentos en la consolidación de la democracia, en los procesos de integración y se buscarán formas para coordinar a los parlamentarios de partidos miembros de COPPPAL en foros internacionales como el Parlamento Latinoamericano y la Unión Interparlamentaria Mundial.

8. Asistir en calidad de observador a las elecciones presidenciales que se efectuarán en República Dominicana, el próximo 16 de mayo.

9. Apoyar la candidatura de la Sen. Beatriz Paredes Rangel del Partido Revolucionario Institucional de México, a la Presidencia del Parlamento Latinoamericano.

10. Expresar su solidaridad a Rubén Berríos Martínez, presidente del Partido Independentista Puertorriqueño y vicepresidente de esta Conferencia en la lucha que desarrolla en la isla de Vieques por impedir que ésta siga siendo utilizada para maniobras por parte de las fuerzas militares estadounidenses.

11. Incrementar la comunicación entre los partidos miembros de la COPPPAL para fortalecer el sistema de publicaciones del Boletín América Latina y el Caribe Hoy, a través del envío de información y artículos de fondo.

12. Promover la consulta de la Página Web de la COPPPAL.

Meeting of the Coordinating Committee

Santo Domingo, Dominican Republic

The members of the Coordinating Committee of the Permanent Conference of Political Parties of Latin America and the Caribbean (COPPPAL), reunited in the city of Santo Domingo, Dominican Republic, the 26^th of February, 2000, declare:

 We consider:

That the current dominant economic model has not achieved the reconciliation of an efficient economy with social justice, which has generated grave inequalities resulting in increasing social exclusion. This reality questions the expectations created by globalization. If it is indeed necessary that we submit fully to the process of globalization, we look with worry upon the division between the globalizers and the globalized. The first group imposes rules which assure the protection of their interests. The second group, with limited possibilities of discussion, cannot overcome the inequitable conditions which are imposed upon them. Only if economic globalization is accompanied by the globalization of human well-being will it be viable and long-lasting. Our promise is to fight for this to become reality.

That the countries of Latin America and the Caribbean must join forces to respond to the demands of this new international reality and reform it when it goes against our legitimate aspirations to overcome social, economic and cultural inequities. Shared strength will lead us to succeed in a project of regional unity which will allow us to better assert ourselves in global markets. A project that, at the same time, protects our environment and stimulates our sustainable development. A project based upon a system of transparency and democracy. These objectives alone will permit us to arrive at the practice of a new State which propagates true development in our societies, characterized by the sustained stimulus and permanence of productive processes. And for the defense of the right of each citizen to access to healthcare, education, and a home.

That the real consolidation of democracy will not be achieved in our countries while we leave unaddressed the crisis of citizen participation in which we find ourselves. For this, we must face up to the structural reforms needed in the political, economic, social, and cultural spheres. And we must begin with the reevaluation of political activity. In being capable of transforming political parties into true agents of citizen participation,which respond to the needs of a globalized world, a world of competition and the threat of social exclusion for large sectors of humanity.

That political parties are facing a challende of a globalized culture in which we recognize the determined influence of the media. Today, our message not only must be adjusted to the necessities of our citizens, but must vbe developed for the efficient use of new communications technologies that today expand the horizon of media´s power.

That today more than ever the solidarity of the peoples of Latin America and the Caribbean is essential. Only together will we have the strength sufficient to protect our liberty and right to determine our own projects of development for our societies.

Agreements

1. We thank the Partido Revolucionario Dominicano and its President, Lic. Hatuey de Camps, for the hospitality which has permitted the successful realization of this meeting. We recognize the invaluable support this represents for the success of the objectives which the COPPPAL persues.
2. We ratify unanimously Lic. Dulce María Sauri Riancho, President of the Executive Council of the Partido Revolucionario Institucional, as President of the COPPPAL.
3. We express our satisfaction with the electoral success of the Concertación de Partidos por la Democracia with their candidate for the Presidency of the Republic of Chile, Dr. Ricardo Lagos Escobar.
4. We salute Rosie Douglas of the Dominican Labour Party for her electoral triumph for the Prime Ministership of the Dominican Republic.
5. We express our sorrow regarding the recent passing of the outstanding leader of the Partido Socialista Popular of Argentina, Guillermo Estévez Boero.
6. We set the next meeting of the COPPPAL, the XXIII Plenary Meeting, for the upcoming month of October, to be held in Santiago, Chile. At this meeting, we will ratify the agreement adopted in the XXII Plenary Meeting held in Oaxaca, Mexico.
7. We agree to convene a meeting of parliamentarians from the political party members of the COPPPAL. This will provide an opportunity to examine the role of parliaments in the consolidation of democracy and in the processes of integration. It will seek to establish forms of coordination between the parliamentarians of the COPPPAL member parties in international forums such as the Parlamento Latinoamericano and the Global Interparliamentary Union.
8. We agree to assist as an observer in the presidential elections in the Dominican Republic, this May 16^th.
9. We support the candidacy of Senator Beatriz Paredes Rangel, of the Partido Revolucionario Institucional of Mexico, for the Presidency of the Parlamento Latinoamericano.
10. We express our solidarity with Rubén Berríos Martínez, President of the Partido Independentista Puertorriqueño and Vice-President of this Conference, in his struggle to develop the island of Vieques and prevent its continued use by the armed forces of the United States for construction.
11. We agree to increase the communication between the party members of the COPPPAL, by means of the publication of the Bulletin of Latin America and the Caribbean Today.
12. We promote the use of the COPPPAL Webpage.
13. We send for consideration the request for entry as associate party member of the Unidad Revolucionaria Nacional Guatemalteca to the Commission of Entry and Membership of the COPPPAL.
