Al dar inicio a este nuevo milenio, la Conferencia Permanente de Partidos Políticos de América Latina y el Caribe (COPPPAL), instancia auténticamente forjada en los postulados de la integración regional, reitera la necesidad de continuar impulsando y proponiendo reflexiones y actividades que permitan la construcción de una agenda económica, política y social capaz de responder a las actuales necesidades de las amplias mayorías de nuestro Continente.

La COPPPAL mantiene inalterable su convicción de que los partidos políticos son y deben ser los protagonistas de la acción política que garantice el desarrollo económico con equidad y justicia social, esenciales para lograr una democracia plena.

La COPPPAL consciente del papel que le corresponde de conformidad con los principios que le dieron vida, reitera su compromiso de seguir luchando por el fortalecimiento de la democracia, la soberanía y la autodeterminación de los pueblos y más que nunca, de acuerdo con las nuevas circunstancias y demandas sociales, continuar pugnando por lograr una mayor presencia de América Latina y el Caribe en el debate político internacional hasta alcanzar un nuevo orden mundial justo y equitativo.

La Conferencia Permanente de Partidos Políticos de América Latina y el Caribe (COPPPAL), reunida en Santiago de Chile los días 10 y 11 de marzo del 2001, en su XXIII Reunión Plenaria, suscribe los siguientes :

ACUERDOS Y RESOLUCIONES

1. Patentizar el agradecimiento y reconocimiento al Gobierno de Chile presidido por el Presidente Ricardo Lagos y, en especial a sus partidos miembros,  Radical Socialdemócrata, Socialista y Por la Democracia por la hospitalidad que permitió la exitosa realización de estos trabajos.

2. Aprobar el ingreso del Partido Convergencia por la Democracia de México como miembro asociado a esta Conferencia.

3. Reintegrar como secretario ejecutivo adjunto a Guillermo Zavala Urzúa,  del Partido Socialista de Chile para ejercer las acciones de coordinación subregional.

4. Formalizar la designación de Fabio Castillo del Frente Farabundo Martí para la Liberación Nacional (FMLN), de El Salvador, como vicepresidente de esta Conferencia, en sustitución de Facundo Guardado del mismo partido.

5. Agradecer el saludo de Bernard Landry del Partido Quebecois y desearle éxitos como Primer Ministro de Québec.

6. Realizar la XXIV Reunión Plenaria de la COPPPAL en México, a finales del mes de noviembre del 2001.

7. Aprobar el Programa de Trabajo del 2001 que contempla el compromiso de fortalecer los trabajos de la Conferencia y de cada uno de sus miembros, mediante acciones político-administrativas como la subregionalización de actividades, así como la coordinación con las organizaciones y organismos internacionales.

8. Informatizar los trabajos de la Conferencia de manera que todos sus miembros y sectores tengan acceso a la información y al diálogo mediante la actualización que este sistema permite. La COPPPAL asume su Página Web como mecanismo de consulta permanente, incluyendo todos los links que sean necesarios, entre ellos el del Mecanismo de Mujeres.

9. Realizar un Seminario enfocado a analizar el rol que los partidos políticos desempeñan dentro de los procesos democráticos de nuestros países y del valor de la política. Incitar a que los partidos miembros de la Conferencia convoquen a un análisis afirmativo y autocrítico de su accionar. Valorar las posibilidades de la concertación política y las formas de sustentarla armónicamente en la acción de gobernar.

10. Instruir a la Comisión Permanente Económica y Social de incluir como eje fundamental de la elaboración del próximo Reporte COPPPAL, el tema de la integración de América Latina y el Caribe como parte esencial de respuesta a los temas de la globalización, desigualdad social y exclusión económica de la región en el concierto internacional. A su vez incorporar  como referentes, los informes elaborados acerca de los organismos multilaterales que inciden en el desarrollo regional deteriorando la autonomía de los Estados del Continente.

11. Comprometer a los partidos de la COPPPAL a introducir en sus principios básicos en materia de equidad, igualdad de oportunidades y no discriminación, a impulsar la introducción del enfoque de género en dichos postulados; la capacitación y asesoría en la materia; y a incrementar la participación de las mujeres en las dirigencias, estructuras partidarias y candidaturas a puestos de elección popular. Promover formas de asociación que fortalezcan el reconocimiento de la igualdad de los géneros.

12. Promover el conocimiento, intercambio y análisis de temas legislativos entre los parlamentarios de la COPPPAL con el propósito de aunar esfuerzos y sumar políticas comunes en la construcción de un marco normativo que proteja  la soberanía, consolide la democracia y fortalezca la justicia social.

13. Rechazar el desarrollo de geopolíticas de intervención que se manifiestan a través de la instalación de bases de operaciones militares extranjeras que ponen en serio riesgo la paz de la región.

PUNTOS DE ACUERDO

COLOMBIA

Apoyar y fortalecer todos los esfuerzos de las negociaciones que contribuyan a lograr una paz digna y duradera en Colombia, considerando que su situación afecta a toda el área y desestabiliza la paz social requerida para el fortalecimiento democrático. Asimismo, la Conferencia reconoce en esta acción un elemento fundamental del combate al narcotráfico.

CUBA

Exhortar a los partidos miembros de la COPPPAL para reiterar la oposición a la política del gobierno de los Estados Unidos de mantener el bloqueo y aislamiento de Cuba, mediante el impulso de resoluciones en diversos organismos internacionales, como la Comisión de Derechos Humanos de la Organización de las Naciones Unidas.

EL SALVADOR

Respaldar la campaña de solidaridad a desarrollar por la grave situación que vive el pueblo salvadoreño. Impulsar la creación de herramientas internacionales que contribuyan eficazmente a la construcción de un fondo de reconstrucción nacional, recuperando los valores de honestidad, solidaridad y equidad que el Frente Farabundo Martí para la Liberación Nacional (FMLN) y Convergencia Democrática (CD) han impulsado históricamente en su país.

HAITÍ

Respaldar las gestiones que la oposición liderada por la Convergencia Democrática de Haití realiza para superar la persistencia de la crisis política. Solicitar el respaldo de los gobiernos de la región para que la demanda por parte de la Convergencia Democrática sea atendida por la Organización de Estados Americanos (OEA) en la próxima audiencia del 14 de marzo del presente.

MÉXICO

El deseo de vida digna para las mujeres y los hombres de los pueblos indios recorre América Latina.

La COPPPAL hace votos porque pueblos, partidos y gobiernos en nuestros países aportemos los elementos que permitan a nuestros compatriotas indígenas tener presente y futuro.

En el caso de México, esta Conferencia expresa su deseo de que se resuelva positivamente el diálogo entre el Congreso de la Unión de ese país y el Ejército Zapatista de Liberación Nacional (EZLN) y de que la legislación y las decisiones y  políticas públicas del gobierno constituyan la base sustancial para avanzar en el pleno reconocimiento de los derechos y cultura indígenas.

XXIII Plenary Meeting

To start this new millenium, the Permanent Conference of Political Parties of Latin America and the Caribbean (COPPPAL), in our forceful petition for regional integration, reiterate the necessity of continuing to encourage and propose activities that permit the construction of economic, political, and social agendas which respond to the current needs of the majority of the peoples of our Continent. The COPPPAL maintains the firm conviction that political parties are and should be the protagonists in political action which guarantee economic development with equity and social justice, essential means to arrive at a full democracy.

The COPPPAL, conscious of the role it has assumed in accordance with its founding principles, reiterates its promise to continue fighting for the strengthening of democracy, sovereignty, and self-determination of the peoples, and more than ever, in accordance with new social circumstances and needs, to continue to struggle for the realization of a greater presence for Latin America and the Caribbean in the international political debate, until we arrive at a new and just world order.

The Permanent Conference of Political Parties of Latin America and the Caribbean (COPPPAL), reunited in Santiago, Chile, the 10^th and 11^th of March, 2001, in its XXII Plenary Meeting, subscribes to the following:

Accords and Resolutions

1. We declare our gratitude to and recognition of the Government of Chile, presided over by President Ricardo Lagos, and especially the member parties Radical Socialdemócrata, Socialista, and Por la Democracia, for their hospitality which has allowed the successful realization of this session.
2. We approve the entry of the Partido Convergencia por la Democracia de México as an associate member of this Conference.
3. We reinstate as Deputy Executive Secretary Guillermo Zavala Urzúa, of the Partido Socialista of Chile, to execute the task of subregional coordination.
4. We formalize the designation of Fabio Castillo of the Frente Farabundo Martí para la Liberación Nacional (FMLN), of El Salvador, as Vice-President of this Conference, as a substitute for Facundo Guardado of the same party.
5. We thank Bernand Landry of the Partido Quebecois for his acknowledgements, and wish him success as the Prime Minister of Quebec.
6. We agree that the XXIV Plenary Meeting of the COPPPAL shall be held in Mexico at the end of the month of November, 2001.
7. We approve the Program of Work for the 2001 year, which considers the promise to strengthen the work of the Conference and each of its members via political-administrative measures, such as the division of activities into sub-regions, and coordination with international organization and organs.
8. We agree to make available information regarding the activities of the COPPPAL such that all members and sectors have access to it and have the capacity to join in dialogue. The COPPPAL will use its webpage as a permanent resource in this regard, as it will include all necessary links, among them a link to the Women´s Conference.
9. We agree to the convening of a Seminar focused on the analysis of the role played by political parties within the democratic processes of our countries, as well as their political value. We encourage the party members of the Conference to arrive at an affirmative and self-critical analysis of their roles. We value the possibility of political agreement and of means to sustain this agreement harmoniously with government action.
10. We instruct that the Permanent Commission for Economy and Society shall produce a COPPPAL Report regarding the theme of Latin American and Caribbean integration as part of the essential response to globalization, social inequality, and economic exclusion of the region in the international arena. The Report shall incorporate as references the updates elaborated regarding multilateral organisms which interfere in regional development and the autonomy of the States of this Continent.
11. We commit the member parties of the COPPPAL to incorporate equity, equal opportunity and anti-descrimination into their foundational principles; to push for the introduction of a gender understanding regarding each of these principles; to institute training and advising in this material; and to increase the participation of women as leaders, structural actors, and candidates in popular elections. We promote forms of association which strengthen the recognition of the equality of genders.
12. We promote the knowledge, exchange, and analysis of legislative themes between the parties of the COPPPAL, with the proposal to join forces and create common policies for the construction of a political norm which protects sovereignty, consolidates democracy, and strengthens social justice.
13. We reject the development of geopolitics of intervention which are manifest in the diffusion of foreign military bases, and which pose a serious threat to regional peace.

Points of Agreement

COLOMBIA

We agree to support and strengthen all efforts for negotiation which contribute to the formation of a successful and long-lasting peace in Colombia, considering the situation affects the whole region and has destabilized the social accord required for the strengthening of democracy. In addition, the Conference recognizes in this action the fundamental need to combat drug trafficking.

CUBA

We exhort all member parties of the COPPPAL to restate their opposition to the policy of the United States in its economic blockade against Cuba, by means of support for international resolutions made by various organization, among them the UN Commission for Human Rights.

EL SALVADOR

We support the campaign of solidarity regarding the grave situation faced by the peoples of El Salvador. We push for the creation of international tools which will effectively contribute to a foundation for national reconstruction, regaining the values of honesty, solidarity, and equality which the Frente Farabundo Martí para la Liberación Nacional (FMLN) and the Convergencia Democrática (CD) have historically fought for in their country.

HAITI

We support the measures taken by the opposition, lead by the Convergencia Democrática of Haiti, to overcome the persistent political crisis in this country. We request the support of other regional governments for the demand made by the Convergencia Democrática, and that it be attended to by the Organization of American States (OAS) in its next audience, March 14^th of the current year.

MEXICO

The desire for a dignified life for the women and men of indigenous villages is a crucial theme throughout Latin America. The COPPPAL has voted such that the people, parties, and governments of our countries contribute the elements necessary such that our indigenous compatriots may have a present and a future. In the case of Mexico, this Conference expresses its desire for the positive resolution of the dialogue between the Congress of the Union of this country and the Ejército Zapatista de Liberación Nacional (EZLN), and that the legislation, decisions, and public policies of the government constitute a firm base for the advancement of the full recognition of the rights of indigenous cultures.
