La COPPPAL ha sido testigo y promotora de las transformaciones que ha vivido nuestro Continente, entre ellas los esfuerzos por lograr la consolidación democrática de América Latina y el Caribe, con acciones que en la mayoría de los casos excedieron lo retórico para convertirse en apoyos concretos, ya sea en materia de derechos humanos, asilando a los perseguidos políticos por los regímenes dictatoriales, apoyando procesos de transición y paz en la región. Sin embargo, en este XXV aniversario del nacimiento de nuestra Conferencia, quedan asignaturas pendientes en las cuales deberemos redoblar esfuerzos para lograr la erradicación de las carencias de nuestras economías y sistemas políticos.

En lo social, las inequidades siguen persistiendo a pesar de los esfuerzos realizados para superar las mismas, lo que representa un fuerte desafío para los partidos políticos que debemos proponer acciones y modelos de política social que lleven a alcanzar un nuevo orden regional, con equidad, justicia social y desarrollo económico.

América Latina presenta la mayor desigualdad en la distribución del ingreso, lo que genera que se sigan arrastrando rezagos estructurales que imposibilitan un desarrollo eficiente y un crecimiento sostenido. Si no solucionamos esta condición, nuestra participación como región en los procesos globales será incompleta y fragmentada.

Los desafíos que enfrentamos exigen acelerar el proceso de integración de nuestro Continente, no solo en el ámbito económico, sino en lo político, social y cultural. Esto permitirá aumentar nuestra capacidad de negociación en el mundo como una región integrada y unida por convicciones e intereses comunes.

Los partidos que integramos esta Conferencia reafirmamos los objetivos que le dieron sentido y razón de ser: nuestro compromiso y vocación integracionista de lucha por el fortalecimiento de la democracia, la soberanía, la autodeterminación de los pueblos y el logro de un orden económico justo y equitativo.

Con el mismo espíritu de unión continental, de misión común y con la sumatoria de nuevas fuerzas políticas a lo largo de estos veinticinco años, la Conferencia Permanente de Partidos Políticos de América Latina y el Caribe, realizó en la Ciudad de México, los días 13 y 14 de 0ctubre de 2004, su XXIV Reunión Plenaria conmemorativa y suscribe los siguientes:

 ACUERDOS

1.        Se rinde un homenaje al Ing. Leonel Brizola del Partido Democrático Trabalhista, al Gral. ( R ) Líber Seregni del Frente Amplio de Uruguay, vicepresidentes de la COPPPAL, y a Gerard Pierre Charles, de la Organización Pueblo en Lucha de Haití, recientemente fallecidos.

2.        Se acepta el ingreso de los partidos Frente Grande de Argentina y el Movimiento V República de Venezuela, en calidad de miembros asociados.

3.        Se aprueba la designación de Hyacintho Rudy Croes del Movimiento Electoral del Pueblo de Aruba, de Paulo Adalberto Alves Ferreira del Partido dos Trabalhadores de Brasil y de Alfonso Gómez Méndez del Partido Liberal Colombiano como vicepresidentes de la COPPPAL.

4.        Se acepta el nueva esquema de aportaciones anuales para el financiamiento de la Conferencia, quedando de la siguiente manera:

Coordinación General

Vicepresidencias          US $10,000.00 (cuota mínima)

Secretarias Ejecutivas Adjuntas          US $  5,000.00 (cuota mínima)

Partidos Miembros y Asociados

                            US $1,000.00 (cuota mínima)

Al mismo tiempo se consideran las salvaguardas establecidas en el artículo 43 de los estatutos de la COPPPAL, para aquellos partidos que lo soliciten.

5.        Se informa que una Comisión integrada por diversos partidos miembros se reunirá el próximo 11 de noviembre con el Presidente de la República Argentina Dr. Néstor Kirchner, para tratar aspectos políticos y organizativos vinculados a la próxima Reunión Plenaria a realizarse en la ciudad de Buenos Aires, en mayo de 2005.

6.        Se aprueba el envío de una delegación a Haití, presidida por el MEP de Aruba, el PRD de República Dominicana, el PIP de Puerto Rico, el Movimiento V República de Venezuela, el Presidente Adjunto y el Secretario Ejecutivo de la COPPPAL para examinar la situación prevaleciente en el país caribeño, el próximo mes de noviembre.

7.     Se solicita a los partidos miembros que a la brevedad envíen a la Secretaria Ejecutiva, los correos electrónicos o direcciones postales de los medios de comunicación (prensa, oral, televisiva) más importantes en sus respectivos países, para enviar información periódica de las actividades de la COPPPAL.

8.            Se aprueba el Programa de Trabajo 2004-2005

9.            Se eligen a los vicepresidentes de esta Conferencia como responsables de presidir las Comisiones de Trabajo de la COPPPAL.

10.       Se incorpora y estrecha la relación de trabajo entre la COPPPAL y la Conferencia Continental de Productores Rurales, presidida por el Lic. Heladio Ramírez López, dirigente de la Confederación Nacional Campesina de México.

11. Se manifiesta el reconocimiento al Partido Revolucionario Institucional (PRI) por la hospitalidad que permitió la exitosa realización de estos trabajos.

 PUNTOS DE ACUERDO

 Cuba

Reiteramos nuestra solidaridad con el pueblo y gobierno cubano, que con su histórico espíritu de lucha y victoria enfrenta el recrudecimiento de las agresiones del Gobierno de los Estados Unidos de América y en consecuencia manifestamos nuestro irrestricto apoyo a la resolución 58.7 de la Asamblea General de las Naciones Unidas, referente a la necesidad de poner fin al bloqueo económico, financiero y comercial de los Estados Unidos de América contra Cuba.

 Caribe

Expresamos nuestra solidaridad con los pueblos del Caribe azotados por los últimos fenómenos climáticos que cobraron numerosas vidas humanas.

 Venezuela

Expresamos nuestro reconocimiento y respeto por los resultados arrojados en el referéndum constitucional del 15 de agosto, que legitimaron al Lic. Hugo Chávez Frías como Presidente de la República Bolivariana que redundará en el camino pacífico para la democratización de todas las facetas de la sociedad venezolana y el respeto para todas las expresiones y partidos políticos venezolanos.

 Organización de Estados Americanos (OEA)

Al reiterar sus pronunciamientos por una comunidad latinoamericana y del Caribe, los partidos políticos de la COPPPAL expresan la necesidad porque en la siguiente elección se nombre a una persona intachable que cuente con el consenso de todos los gobiernos y comprometida con la paz, la democracia, los derechos humanos, la ética y la legalidad en el espíritu y letra de la Carta Democrática, y hacemos un exhorto a los países miembros a llevar a cabo una reforma estructural y transparente hacia una digna organización regional.

Resolutions

The COPPPAL has been a witness to and promoter of the transformations of our Continent, of which the efforts to arrive at a regional democratic consolidation have been of paramount importance. In the majority of cases, the organization´s actions have exceeded its rhetoric, to offer concrete support in the name of human rights and peace, against the pervasive and destructive politics of regional dictatorships in the region. Nevertheless, in this XXV anniversary of the birth of our Conference, opportunities remain where we must redouble our efforts to successfully eradicate the deficiencies in our economic and polical systems.

In the social arena, inequalities persist and represent a significant challenge for political parties. We must propose measures and social-political models which will lead to the realization of a new regional order with equality, social justice, and economic development.

Latin America has the largest disparity in income levels, which represents a significant structural risk and an impediment to efficient development and sustainable growth. If we do not solve this situation, our participation as a region in global processes of development will be incomplete and fragmented.

The challenges that we face require the process of integration of our Continent, not only in the economic arena, but also in the political, social, and cultural spheres. This will expand our capacity to negotiate in the world, as an integrated region united by its common convictions and interests.

The parties which comprise this Conference reaffirm these objectives as our reason for existing: our commitment to and shared vision for the fight to strengthen democracy, sovereignty, self-determination of our peoples, and the realization of a just and equitable economic order.

With the same spirit, of a continental union with a common mission, the Permanent Conference of the Political Parties of Latin America and the Caribbean (COPPPAL), meeting in Mexico City, the 13^th and 14^th of October, 2004, in its XXIV Plenary Meeting, subscribe to the following:

Accords

1. We pay homage to the Ing. Leonel Brizola, of the Partido Democrático Trabalhista; to Gral. Líber Seregni, of the Frente Amplio of Uruguay and vice-president of COPPPAL; and to Gerard Pierre Charles, of the Organización Pueblo en Lucha of Haiti, recently deceased.
2. We approve the entry of the parties Frente Grande of Argentina and the Movimiento V República of Venezuela, as associate members.
3. We approve the appointment of Hyacintho Rudy Croes of the Movimiento Electoral del Pueblo, Aruba, and Paulo Adalberto Alves Ferreira of the Partido dos Trabalhadores, Brazil, and Alfonso Gómez Méndez of the Partido Liberal Colombiano, Colombia, as vice-presidents of the COPPPAL.
4. We accept the new scheme of annual contributions used to finance the Conference, in the following manner:

General Coordination

Vice-presidencies                         US$10,000.00 (minimum)

Deputy Executive Secretaries      US$5,000.00 (minimum)

Member and Associate Parties

US$1,000.00 (minimum)

At the same time, we will consider the safeguards established in Article 43 of the statutes of the COPPPAL, for those parties who wish to request it.

5. We announce the formation of a new integrated Commission which will meet the 11^th of this November with the President of the Republic of Argentina, Dr. Néstor Kirchner, to discuss political aspects and organizational connections for the next Plenary Meeting, to be held in the city of Buenos Aires, May 2005.
6. We approve the sending of a delegation to Haiti, presided over by the MEP of Aruba, the PRD of the Dominican Republic, the PIP of Puerto Rico, the Movimiento V República of Venezuela, the Deputy President and Executive Secretary of the COPPPAL, to exmine the present situation in the Caribbean country, planned for this coming November.
7. We request that member parties send to the Executive Secretary the email addresses or postal addresses for the press (print, rado, television) of most importance in their respective countries, so that we may send periodic updates regarding the COPPAL.
8. We approve the work program for 2004-2005.
9. We have appointed the vice-president of the Conference as the one who will preside over the Work Commissions of the COPPPAL.
10. We incorporate and include the work between the COPPPAL and the Conferencia Continental de Productores Rurales, presided over by Lic. Heladio Ramírez López, leader of the Confederación Nacional Campesina, Mexico.
11. We recognize the Partido Revolucionario Institucional (PRI) for the hospitality that has allowed the successful proceedings of this meeting.

Points of Agreement

CUBA

We reiterate our solidarity with the Cuban people and government, in their historic spirit of struggle against the aggressions of the Government of the United States, and offer our unrestricted support to UN resolution 58.7, referring to the necessity to end the economic blockade by the US against Cuba.

CARIBBEAN

We express our solidarity with the peoples of the Caribbean, suffering from the latest natural phenomenons which have cost numerous lives.

VENEZUELA

We express our recognition and respect for the results of the constitutional referendum of August 15^th, which legitimized Lic. Hugo Chávez Frías as President of the Bolivarian Republic, that restated the peacfeul road to democratization in all facets of Venezuelan life and gave respect to the political expressions and Venezuelan political parties.

ORGANIZATION of AMERICAN STATES (OAS)

To restate the pronouncements made by the Latin American and Caribbean community, the political parties of the COPPPAL express the necessity for the election of an independent person with respect for the consensus of all the governments in their promise for peace, democracy, human rights, and the spirit of law expressed in the Carta Democrática, and we exhort the member countries to enact the structural reform necessary for this transparent and dignified regional organization.
