La COPPPAL que naciera en la segunda mitad del siglo XX cumplió a cabalidad sus objetivos fundamentales de  hacer frente a las dictaduras de aquellos tiempos. Hoy debemos de igual manera definir nuevos objetivos que hagan de la COPPPAL en este nuevo siglo un instrumento para hacer de la democracia el contexto donde nuestros pueblos alcancen su plena libertad con bienestar, progreso y paz.

La XXV Reunión Plenaria de la Conferencia Permanente de Partidos Políticos de América Latina y el Caribe (COPPPAL), refrenda una vez más su desafío por intensificar su trabajo a favor de los procesos de integración económica, política y cultural de la región y reconoce la imperiosa necesidad de multiplicar esfuerzos para alcanzar las metas que dieron origen a esta organización política plural.

La realidad latinoamericana y caribeña reclama alternativas viables a los problemas que nos aquejan como región, para cimentar las bases futuras de integración y unidad continental en donde los partidos políticos juegan un papel determinante porque son y deben seguir siendo los protagonistas de la lucha política para acceder a nuevos estadios de desarrollo y justicia social.

El proceso iniciado el 12 de octubre de 1979, de integrar a América Latina a través de acuerdos que permitan el bienestar y la consolidación democrática siguen vigentes, por lo que la COPPPAL inicia una nueva fase con el compromiso de vigorizar sus estructuras y relanzar con mayor fuerza sus acciones refrendando su vocación latinoamericanista de lucha por una sociedad justa, democrática e igualitaria.

La COPPPAL, reunida en Buenos Aires, Argentina, los días 30 y 31 de mayo de 2005, suscribe las siguientes:

Resoluciones

1.         Se manifiesta el reconocimiento a los partidos Justicialista, Socialista, Intransigente y Frente Grande, así como en especial  al Sen. Antonio Cafiero por la hospitalidad que permitió la realización de este encuentro.

2.         Se entrega la Orden al Mérito Latinoamericano Luis Donaldo Colosio a Rubén Berríos del Partido Independentista de Puerto Rico.

3.         Se elige a la Coordinación General de la COPPPAL para un periodo de tres años a partir de esta fecha, quedando constituida de la siguiente manera:

4.         Se aprueba la solicitud de ingreso de la Unión Cívica Radical de Argentina, el Partido Frente Obrero Liberashon 30 De Mayo de Curaçao y el Partido Podemos de Venezuela como miembros asociados.

5.         Se retira la membresía de miembros de pleno derecho de la COPPPAL al Partido Social Demócrata de Guatemala, al Partido Popular Socialista de México y al Movimiento Electoral del Pueblo de Venezuela, de acuerdo con lo establecido en los estatutos  y el  reglamento de Ingreso y Membresía en su capítulo IX, artículos 51 y 52 y numerales 6 y 12, respectivamente.

6.         Se acepta el cambio de miembro asociado a miembro de pleno derecho del Frente Grande de Argentina, el Partido Democrático Boneraino de Bonaire, el Partido Convergencia de México y el Movimiento V República de Venezuela.

7.         Se aprueba efectuar en julio del presente año, la próxima reunión de la Comisión Económica y Social de la COPPPAL en Caracas, Venezuela teniendo como anfitrión al Movimiento V República y al Partido Podemos.

8.         Se aprueba el Programa de Trabajo 2005-2006.

9.            Recomendar a los países de la región que aún no han ratificado el Protocolo Facultativo de la CEDAW que favorezcan su pronta aprobación por ser el instrumento internacional fundamental para garantizar el efectivo ejercicio de los derechos de las mujeres.

10.       Se aprueba la resolución de la Comisión de las Mujeres que recomiendan un conjunto de medidas para el logro de la igualdad de oportunidades entre varones y mujeres.  

Puntos de Acuerdo

Declaración Malvinas

Considerando que:

1.         El 29 de octubre de 2004 los Jefes de Estado y de Gobierno de los  veinticinco Estados miembros de la Unión Europea firmaron la Constitución  de la Unión Europea.

2.         En el Anexo II de dicha Constitución titulado “ países y territorios de ultramar a los que se aplicarán  las disposiciones  del título IV de la parte III de la Constitución” se enumeran: las Islas Malvinas (Falkland), Georgia del Sur e islas Sandwich del Sur y el Territorio antártico británico.

3.         En virtud de lo establecido en el Título IV de la parte III, art. 286, los territorios mencionados son considerados  asociados a la Unión.

Resuelve:

1.            Rechazar la indebida inclusión de las Islas Malvinas, Georgia del Sur, Sandwich del Sur y Territorio antártico británico dentro del ámbito de aplicación territorial de la Constitución para Europa,  bajo el título : “Países y territorios de ultramar a los que se aplicarán las disposiciones del Título IV de la Parte III de la Constitución”, por ser violatoria de los derechos de soberanía de la República Argentina.

2.            Ratificar los derechos de soberanía de la República  Argentina sobre las Islas Malvinas, Georgia del Sur, Sandwich  del Sur y Territorio Antártico británico, conforme lo dispone la Cláusula Transitoria Primera de la Constitución Nacional Argentina.

3.            Declarar ilegítima la inclusión de las Islas Malvinas, Georgia del Sur, Sandwich del Sur y Territorio antártico británico bajo jurisdicción de la Constitución para Europa, en tanto las Naciones Unidas y su Comité de Descolonización han reconocido la disputa de soberanía sobre dichos territorios.

4.         Apoyar al Gobierno de la República Argentina en su reclamo  ante la Unión Europea y cada uno de los países que suscribieron la Constitución para Europa.

Chile

Expresar nuestra solidaridad y satisfacción por la candidatura presidencial de Michelle Bachelet.

Haití

1.         La COPPPAL saluda calurosamente la fusión, concretada el pasado mes de abril de los partidos políticos Ayiti Kapab, Konakom, Panpra en el partido: “Fusión des Sociaux Democrates” , dando paso a un liderazgo colectivo que eligió a Serge Gilles como candidato a la Presidencia de la República, a Víctor Benoït como Presidente del Partido y a Robert Auguste como Secretario General.

2.         La COPPPAL saluda la posición del nuevo Partido “Fusión des Sociaux Democrates”, así como la del resto de los partidos políticos  que participan en el actual proceso electoral haitiano como una vía normal y regular para que Haití salga de la crisis por la que atraviesa desde hace tiempo.  

3.         La COPPPAL se compromete a enviar una delegación de observadores a las elecciones en Haití que tendrán lugar a finales del presente año y de igual manera solicita a la Misión de las Naciones Unidas para la Estabilización (MINUSTAM) redoblar esfuerzos encaminados a ayudar al Gobierno Haitiano para combatir la inseguridad que prevalece en la capital de Puerto Príncipe.

Panamá

La COPPPAL respalda al pueblo de Panamá en sus esfuerzos para impulsar una reforma a su sistema de seguridad social frente a los acuciantes desequilibrios operativos y actuariales que ponen en crisis sus programas de pensiones públicas y atención médica. Reconocer la gran responsabilidad política y social que ha asumido el Gobierno de Panamá al impulsar la reforma de la Caja del Seguro Social y apoyar la disposición del gobierno de instrumentar una reforma que mantenga los principios básicos de fortalecimiento al carácter público y solidario del sistema.

Por lo que reiteramos la vigencia de los acuerdos emitidos por esta Conferencia en Panamá, los pasados días 6 y 7 de mayo del presente en su Seminario Seguridad Social ante los Cambios en América Latina.

República Dominicana

La COPPPAL expresa su intensa preocupación por las sostenidas presiones, desconsideraciones y asedio de que son víctimas destacados dirigentes de nuestro hermano Partido Revolucionario Dominicano y exige al gobierno dominicano el cese de esa práctica antidemocrática que viola los derechos elementales de destacados dirigentes de nuestra organización fraterna, el PRD, en esa nación Antillana.

Asimismo, la COPPPAL saluda el proceso de renovación que transita el Partido Revolucionario Dominicano en el marco de su próximo Congreso a celebrase el próximo 5 de julio, al tiempo que le reitera su solidaridad y compromiso permanente.

Terrorismo

En virtud de la presencia pública en el territorio de los Estados Unidos del conocido terrorista Luis Posada Carriles, autor, entre otros crímenes, de la voladura de un avión de pasajeros en 1976, la COPPPAL, reclama el estricto cumplimiento, por parte de las autoridades norteamericanas, de las obligaciones legales establecidas en las leyes internacionales y en la propia legislación norteamericana de lucha contra el terrorismo y, particularmente, el cumplimiento del acuerdo de extradición suscrito en 1922 entre los gobiernos de los Estados Unidos y Venezuela. No hay excusa legal o de cualquier otra naturaleza para evadir el cumplimiento de tales obligaciones. La COPPPAL insiste en que no puede haber una doble rasero en materia de la lucha contra el terrorismo.

El Gobierno de la República Bolivariana de Venezuela reclama el estricto cumplimiento, por parte de las autoridades norteamericanas, de las obligaciones legales establecidas en las leyes internacionales y, particularmente, del Acuerdo de Extradición vigente. No hay excusa legal o de cualquier otra naturaleza para el incumplimiento de tales obligaciones. Solo así podrá gozar de alguna credibilidad la constante prédica sobre la lucha contra el terrorismo.

Declaration of Buenos Aires

The COPPPAL, which was born in the second half of the XX century, agreed as one of its fundamental objectives to face down the dictatorships of this region. Today, we must in the same way define new objectives for the COPPPAL in this new century as an instrument to allow democracy in our countries to achieve for our people full liberty, well-being, progress, and peace.

The XXV Plenary Meeting of the Permanent Conference of the Political Parties of Latin America and the Caribbean (COPPPAL), restates the organization´s goal to intensify its work in favor of the processes of economic, political, and cultural integration of our region, and to recognize the highest necessity to multiply these efforts to achieve the original goals of this pluralistic political organization.

The reality in Latin America and the Caribbean requires viable alternatives to the problems that afflict us as a region, to cement the future bases of integration and continental unity, where political parties play a determining role because they are and must continue as the protagonists of the political fight to achieve development and social justice.

The processes initiated the 12th of October, 1979, to integrate Latin Aermica through agreements which permit the well-being and democratic consolidation continue in force, and for this, the COPPPAL initiates a new phase in its promise, to envigorate its organization and relaunch the actions necessary for its Latin American vision for social justice, democracy, and equality.

The COPPPAL, reunited in Buenos Aires, Argentina, the 30th and 31st of May, 2005, subscribe to the following:

  1. We recognize the parties Justicialista, Socialista, Intransigente, and Frente Grande, and especially Senator Antonio Cafiero, for their hospitality which has permitted the successful realization of this meeting.

  1. We approve the request for entry of the Unión Cívica Radical of Argentina, the Partido Frente Obrero Liberación 30 de Mayo of Curacao, and the Partido Podemos of Venezuela as associate members.
  2. We remove the membership as full party members of the COPPPAL: the Partido Social Demócrata of Guatemala, of the Partido Popular Socialista of Mexico, and of the Movimiento Electoral del Pueblo of Venezuela, in accordance with the statues and rules of entry and membership, Chapter IX, Articles 51 and 52, Numbers 6 and 12, respectively.
  3. We approve the change in membership status from associate member to full member for the Frente Grande of Argentina, the Partido Democrático Boneraino of Bonaire, the Partido Convergencia of Mexico, and the Movimiento V República of Venezuela.
  4. We approve the convening, in July of this year, of the next meeting of the Economic and Social Commission of the COPPPAL in Caracas, Venezuela, with the Movimiento V República and the Partido Podemos as hosts.
  5. We approve the Program of Work for the 2005-2006 period.
  6. We recommend to the countries of the region which have not yet ratified the Protocolo Facultative of the CEDAW that they achieve its soonest approval, so that the fundamental international instrument may guarantee the effective application of the rights of women.
  7. We approve the resolutions of the Women´s Commission which recomend a number of measures to achieve equal opportunities for women and men.

Points of Agreement

FALKLAND ISLANDS DECLARATION

Considering that:

  1. The 29th of October, 2004, the Heads of State of the 25 member states of the European Union signed the Constitution of the European Union;
  2. In the Annex II of said Constitution, entitled ¨Countries and Overseas Territories of which applies the Title IV of the Part III of the Constitution,¨ the Falkland, South Georgia and Sandwich Islands as well as the Antarctic territories are named;
  3. In virtue of what is established in Title IV of Part III of the Constitution, Article 286, the menioned territories are considered membes of the Union.

We resolve to:

  1. Reject the unjustified inclusion of the Falkland, South Georgia and Sandwich Islands, and the Antarctic Territory of Britain within the jurisdiction of the Constitution of Europe, under the title: ¨Countries and Overseas Territories to which applies the status given in Title IV of Part III of the Constitution,¨for its violation of the sovereign rights of the Republic of Argentina;
  2. To ratify the sovereign rights of the Republic of Argentina over the Falkland, South Georgia and Sandwich Islands, and the Antarctic Territories, conforming with the Cláusula Transitoria Primeria of the National Constitution of Argentina.
  3. Declare illegitimate the inclusion of the above mentioned islands and territories under the jurisdiction of the European Constitution, as such as the dispute has been recognized by the United Nations and its Special Committee for Decolonization.
  4. Support the Government of the Republic of Argentina in its complaint against the European Union and all of the signing countries to the European Constitution.

CHILE

We express our solidarity and satisfaction with the presidential candidacy of Michelle Bachelet.

HAITI

  1. The COPPPAL salutes the recently realized merging of the political parties Ayiti Kapab, Konakom, and Panpra into the party Fusión des Sociaux Democrates, bringing forward the collective leadership which has chosen Serge Gilles as candidate for the Presidency of the Republic, under the direction of Víctor Benoit, President of the Party, and Robert Auguste, Secretary General.
  2. The COPPPAL salutes the position of the new party, Fusión des Sociaux Democrates, as on equal footing with other existing political parties that participate in the current political process of Haiti, as a way for the country to leave behind the crisis which it has been confronting for many years.
  3. The COPPPAL agrees to send a delegation of independent observers to the Haitian elections at the end of this year, and at the same time requests of the United Nations Mission for the Stabilization of Haiti (MINUSTAH) to redouble its efforts to help the Haitian Government combat insecurity in the capital city of Port-au-Prince.

PANAMA

The COPPPAL supports the people of Panama in its efforts to push forward a reform of the social security system, facing accusations of unequal distrubution that has put the public pension programs and medical assistance into a state of crisis. We recognize the large political and social responsibility assumed by the Government of Panama to push forward this reform of National Social Security, and will help the government to instrument reforms that maintain the basic principles of strengthening the system for fair public use.

In this light, we reiterate our support of the accords made during this Conference in Panama in the Seminar on Social Security in a Changing Latin America.

DOMINICAN REPUBLIC

The COPPPAL expresses its deep concern with the treatment of prisoners, leaders from our brother party Partido Revolucionario Dominicano, and exhort the Dominican government to cease these anti-democratic pratcices which violate the fundamental human rights of the leaders of our brother organization, the PRD.

In addition, the COPPPAL salutes the renovative process that the Partido Revolucionario Dominicano is undertaking with its upcoming Congress, in June of this year, to restate its solidarity and permanent promise.

TERRORISM

In regards to the public presence in the territory of the United States of the known terrorist Luis Posada Carriles, who, among other crimes, perpetrated the theft of a passenger airplane in 1976, the COPPPAL rejects the non-compliance on the part of the North American authorities with international laws and its own legislation against terrorism, in particular the agreement of extradition signed in 1922 between the governments of the US and Venezuela. There is no legal excuse, nor an excuse of any other manner, to avoid compliance with these obligations. The COPPPAL insists that the US cannot maintain a double policy regarding the fight against terrorism.The Government of the Bolivarian Republic of Venezuela also rejetcs this non-compliance on the part of the North American authorities.
