DECLARACIÓN
DE MANAGUA
La
XXVI Reunión Plenaria de la Conferencia Permanente de Partidos
Políticos de América Latina y el Caribe, al refrendar su vocación
latinoamericanista, reitera una vez más su voluntad por lograr
una democracia plena que permita un desarrollo humano sustentable,
basado en un desarrollo económico y social
América Latina y el
Caribe se encuentran en un momento histórico importante que hace
necesario diseñar y poner en practica de manera urgente proyectos
alternativos en donde los partidos políticos deben erigirse en
articuladores de propuestas democráticas, en agentes para lograr
el crecimiento con justicia social e incidir en el abatimiento de
la pobreza extrema que aqueja a los países de la región.
La COPPPAL reitera
su compromiso de continuar luchando contra la desigualdad social
en el Continente a través de un proyecto de integración
latinoamericana y caribeña que tenga en la democracia y la
justicia social los valores compartidos fundamentales y que nos
permita negociar y tener mayor presencia en el ámbito
internacional, ya que América Latina es parte fundamental del
mundo y de su globalización.
Los partidos
miembros de la COPPPAL reunidos en Managua, Nicaragua, los días
11 y 12 de septiembre del 2006 en su XXVI Reunión Plenaria
suscriben los siguientes
Acuerdos
1.
Se manifiesta el reconocimiento al Frente Sandinista de
Liberación Nacional y a sus dirigentes por la hospitalidad que
permitió llevar a cabo con éxito los trabajos de este encuentro.
2.
Se rinde homenaje póstumo al destacado líder
latinoamericanista Shafik Jorge Hándal del Frente Farabundo Martí
para la Liberación Nacional y se entrega la Orden al Mérito
Latinoamericano Luis Donaldo Colosio.
3.
Se aprueba entregar en la XXVII Reunión Plenaria la Orden
al Mérito Latinoamericano Luis Donaldo Colosio al Cdte. Tomás
Borge, líder fundador del FSLN y vicepresidente de esta
Conferencia.
4.
Se aprueba el ingreso como miembros asociados a los
partidos Unidad Nacional de la Esperanza de Guatemala, el Partido
de la Liberación Dominicana y al Partido Laboral Kruzada Popular
de Curaçao.
5.
Se ratifica la incorporación del Partido Podemos de
Venezuela y la Unión Cívica Radical de Argentina como miembros
de pleno derecho.
6.
Se acuerda el reingreso del Movimiento Electoral del Pueblo
de Venezuela como miembro de pleno derecho de acuerdo con lo
dispuesto en los estatutos que rigen esta Conferencia.
7.
Se acuerda solicitar a los partidos paraguayos Liberal
Radical Autentico, Patria Querida, País Solidario y Unión
Nacional de Ciudadanos Éticos la documentación correspondiente,
de acuerdo con lo establecido en el Reglamento de Ingreso y
Membresía para el análisis de su ingreso a esta Conferencia, y a
la Asociación Nacional Republicana (Partido Colorado), se le
instará a presentar además de su debida documentación, un
informe en donde explique si pertenece a la UPLA.
8.
Se anuncia la designación de Jorge Broveto del Frente
Amplio de Uruguay como vicepresidente de esta conferencia y como
enlace de la misma estará a cargo el Sen. Carlos Baraibar del
mismo partido, en sustitución de acaecido Gral. (R) Liber Seregni.
9.
Se ratifican los acuerdos del Mecanismo de Mujeres de la
COPPPAL, presentados ante esta Reunión Plenaria.
10.
Se respalda la propuesta de la Presidencia de esta
Conferencia de efectuar una reunión bicontinental América
Latina-Asia Pacífico en Argentina, con la participación de
partidos políticos miembros de la COPPPAL y la Conferencia
Internacional de Partidos Políticos Asiáticos (ICAPP) cuyos
primeros contactos se iniciaron en China a través de una serie de
reuniones de la presidencia y presidencia adjunta con los diversos
líderes de este país y la presencia en estos momentos de una
delegación de la COPPPAL integrada por su secretario ejecutivo,
Celso Humberto Delgado, Jorge D´rkos del Frente Grande y
Margarita Stolbizer de la Unión Cívica Radical, ambos de
Argentina, en la IV Conferencia Internacional de la ICAPP en Seúl,
Corea.
Para
la COPPPAL revierte particular importancia estrechar los vínculos
con las organizaciones políticas de Asia Pacífico, dada la
importancia que ha adquirido esta región en el contexto
internacional marcado por la globalización, lo que hace necesario
mantener un vinculo permanente de intercambio y colaboración
entre ambas regiones.
11.
Se aprueba la creación de una Comisión integrada por José
Luis Medina Aguiar del PRI de México, Roberto Regalado del PCC de
Cuba, Lorena Peña del FMLN del El Salvador, Orlando Núñez del
FSLN de Nicaragua, Carlos Baraibar del FA de Uruguay, Didalco Bolívar
de Podemos de Venezuela y un representante de Argentina para
analizar y enriquecer las propuestas del Documento Consenso de
Buenos Aires: un nuevo modelo de desarrollo para América Latina y
el Caribe.
12.
Se acuerda la instalación de la COPPPAL-Estados Unidos que
será coordinada por el Dr. Rafael Abinader, vicepresidente de la
Conferencia y miembro del Partido Revolucionario Dominicano y el
Lic. Fernando Martín del Partido Independentista Puertorriqueño
y un representante del Frente Farabundo Martí para la Liberación
Nacional.
13.
Se aprueba el Programa de Trabajo de la COPPPAL
correspondiente al 2006-2007.
14.
Se acepta la reedición de la publicación de la Revista
COPPPAL con una peridiodicidad trimestral.
15.
Se aprueba la participación de la COPPPAL en el Tercer
Congreso de Políticas Sociales a realizarse en Buenos Aires,
Argentina del 18 al 20 de octubre próximo.
Puntos
de Acuerdo
BRASIL
Enviamos un saludo
al Presidente de la República de Brasil, Luiz Inacio Lula da
Silva y nos solidarizamos con su candidatura por el Partido Dos
Trabalhadores a la reelección, deseándole el mayor de los éxitos
en las elecciones del próximo 1 de octubre.
CUBA
Rechazar el llamado
“Plan Bush” contra Cuba que da continuidad y profundiza el carácter
injerencista de la política de la administración norteamericana
contra la isla, el cual intenta derrocar al gobierno cubano.
La COPPPAL se
pronuncia por la pronta recuperación del presidente Fidel Castro
y demanda justicia para los cinco cubanos presos en los Estados
Unidos por luchar contra el terrorismo.
EL SALVADOR
Apoyar al Frente
Farabundo Martí para la Liberación Nacional en su lucha política,
social y diplomática por rescatar el camino trazado por el
acuerdo de paz en 1992 y respaldar su solicitud ante la ONU para
que se realice: una auditoria política de los acuerdos; se nombre
un relator de los derechos humanos; se envíe un perito
internacional técnica y científicamente capaz para que
investigue los crímenes recientes y se impulse una campaña
nacional e internacional por el desarme de la sociedad civil.
GUATEMALA
La COPPPAL expresa
su preocupación por el clima de violencia que se vive en
Guatemala y renueva su solidaridad con Álvaro Colon Caballero,
candidato presidencial y secretario general de la Unidad Nacional
de la Esperanza y con los líderes de este partido, quienes han
sufrido amenazas y atentados contra su seguridad e integridad física
por lo que se acuerda enviar una delegación para entrevistarse
con el presidente de la República, Oscar Berger.
Asimismo y teniendo
en cuenta las declaraciones del Vicepresidente de la República
del 31 de agosto de 2006, publicadas en el Diario la Hora en la
Pag. 5ta., cada partido miembro de esta Conferencia enviará de
manera particular una comunicación al gobierno guatemalteco
expresando su preocupación por estas declaraciones y por la
inestable situación que se vive en Guatemala en esta etapa
preelectoral.
HAITÍ
La COPPPAL se
congratula con el retorno del proceso de democratización en Haití
tras las elecciones presidenciales y legislativas del pasado mes
de febrero y saluda la formación de un Gobierno de apertura
puesto en marcha por el presidente René Preval, con la
participación de varios partidos, entre ellos el Partido Fusión
Social Demócrata y la Organización Pueblo en Lucha, miembros de
esta Conferencia.
Asimismo, manifiesta
su preocupación frente al clima de inseguridad que afecta la vida
de los ciudadanos haitianos y hace un llamado a la solidaridad
internacional para ayudar a este país hermano para que se
ejecuten proyectos económicos y sociales indispensables para su
desarrollo sustentable.
La COPPPAL se
compromete a enviar una delegación de observadores para las próximas
elecciones de colectividades territoriales, previstas para
diciembre del 2006 por el Consejo Electoral de ese país.
NICARAGUA
Los partidos
miembros de la COPPPAL, ven con regocijo el creciente apoyo del
pueblo nicaragüense al Frente Sandinista de Liberación Nacional
en el presente proceso electoral.
El triunfo de Daniel
Ortega renovará la esperanza del pueblo, basada en una auténtica
unidad y reconciliación de los nicaragüenses. La COPPPAL
manifiesta su apoyo al FSLN en esta contienda electoral, seguro de
que su victoria servirá para reemprender la lucha por la justicia
social, la independencia nacional, el bienestar y la alegría del
pueblo nicaragüense.
PANAMÁ
Promover el apoyo
del pueblo panameño en la participación del referendo sobre la
ampliación del Canal de Panamá que permitirá una mayor soberanía
y desarrollo económico de este país.
PUERTO RICO
La COPPPAL apoya el
proceso de descolonización de América Latina y el Caribe y
reitera su respaldo a la independencia de Puerto Rico y la
permanente solidaridad con el Partido Independentista Puertorriqueño
(PIP), en su derecho inalienable a la libre determinación e
independencia y apoya la realización del Congreso por la
Independencia de Puerto Rico a realizarse en Panamá los días 18
y 19 de noviembre próximo.
PARLACEN-VENEZUELA
La COPPPAL felicita
al Parlamento Centroamericano (PARLACEN) ya que dando continuidad
al espíritu integracionista de Centroamérica, ha decido otorgar
el estatus de observador permanente a la Asamblea Nacional de la
República Bolivariana de Venezuela. A partir de septiembre el
PARLACEN contará con un pueblo hermano más para avanzar en la
senda de Bolívar, Martí, Sandino, Morazán y Torrijos.
ASAMBLEA
EUROLATINOAMERICANA
La COPPPAL se
congratula por la decisión del Parlamento Centroamericano junto
al Parlamento Europeo, Parlamento Andino y Parlamento
Latinoamericano por su decisión de constituir a partir del 7 de
noviembre próximo, en Bruselas, la Asamblea Eurolatinoamericana,
como instancia de acompañamiento a los acuerdos de asociación
entre Latinoamérica y Europa.
Los acuerdos de
asociación, además que tratados de libre comercio, regularan lo
referente a la cooperación para el desarrollo de nuestros
pueblos.
REPUBLICA
SAHARAUI
La COPPPAL de
acuerdo a su compromiso a favor de la autodeterminación y soberanía
de los pueblos, ratifica su apoyo a la lucha del pueblo saharaui
por el ejercicio de su derecho a la libre determinación e
independencia de conformidad con las resoluciones de la ONU.
Exhortan al Gobierno
de Marruecos a cumplir sus compromisos con la legalidad
internacional por el plan de paz que la ONU tiene.
Finalmente los
Partidos Políticos de América Latina y el Caribe instan a los
gobiernos de la región a fortalecer los lazos diplomáticos y la
cooperación con la República Saharaui, el único país de habla
hispana en el mundo árabe.

Declaration
of Managua
The
XXVI Plenary Meeting of the Permanent Conference of the Political
Parties of Latin America and the Caribbean reiterates its support
for the realization of full democracy in the region, which permits
a just human condition based upon sustainable economic and social
development.
Latin
America and the Caribbean find themselves at an historic
crossroads, at which it is necessary to design and urgently put
into practice alternative ways for political parties to assume the
role of articulator of democratic projects, and act as agents for
the growth of social justice and the relief of extreme poverty
which afflicts the countries of the region.
The
COPPPAL reiterates its promise to continue fighting against social
inequality throughout the Continent through the project of
regional integration, a project which has democracy and social
justice as its united principles and which will permit us to
negotiate and have a greater presense in the international arena.
The party members of the COPPPAL, reunited in Managua, Nicaragua,
during the 11th and 12th of September, 2006,
in its XXVI Plenary Meeting, hereby subscribe to the following:
Accords
- We
declare our recognition of the Frente Sandinista de Liberación
Nacional and its leaders for the hospitality that has allowed
us to successfully achieve the work of this meeting.
- We
pay posthumous homage to the outstanding Latin American leader,
Shafik Jorge Hándel of the Frente Farabundo Martí para la
Liberación Nacional, and bestow upon him the Order of Merit
of Latin America, given in memory of Luis Donaldo Colosio.
- We
approve the bestowing in the next XXVII Plenary Meeting of the
Order of Merit of Latin America, in honor of Luis Donaldo
Colosio, to the Cdte. Tomás Borge, founding leader of the
FSLN and vice-president of this Conference.
- We
approve the entry of the members associated with the parties
Unidad Nacional de la Esperanza of Guatemala, the Partido de
la Liberación Dominicana, and the Partido Laboral Kruzada
Popular of Curacao.
- We
ratify the incorporation of the Partido Podemos of Venezuela
and the Unión Cívica Radical of Argentina as full members of
the Conference.
- We
recognize the reentry of the Movimiento Electoral del Pueblo
of Venezuela as a full member of the Conference, in accordance
with the rules that govern this Conference.
- We
recognize the requests of the Paraguayan parties, Liberal
Radical Autentico, Patria Querida, País Solidario, and Unión
Nacional de Ciudadanos Éticos, which in accordance to the
established Rules of Entry and Membership, will be submited to
the scrutiny of this Conference; and to the Asociación
Nacional Republicana (Partidos Colorado), we urge that they
present, in addition to the necessary paperwork, an
explanation of whether they belong to the UPLA.
- We
announce the appointment of Jorge Broveto, of the Frente
Amplio of Uruguay, as vice-president of this Conference, with
the assistance of Senator Carlos Baraibar of the same party,
and with Gral. (R) Liber Seregni as his substitute.
- We
ratify the accords of the Women´s Meeting of the COPPPAL,
presented in this Plenary Meeting.
- We
support the proposal from the Presidency of the Conference to
institute a bicontinental meeting of Latin America and the
Asia Pacific to be held in Argentina, with the participation
of the party members of the COPPPAL and the International
Conference of Asian Political Parties (ICAPP), with whom first
contact was made in China with a series of meetings with the
president and deputy president as well as a delegation of the
COPPPAL, comprised of Celso Humberto Delgado, Jorge D´rkos,
both of Argentine, at the time of the IV International
Conference of the ICAPP in Seoul, South Korea.
The
COPPPAL invests particular importance in developing bonds with
political organizations in the Asia-Pacific, mindful of the
importance that this region has acquired in the international
context of globalization. We believe in the importance of
developing a permanent link and exchange between both regions.
- We
approve the creation of a Commission, comprised of José Luis
Medina Aguiar of the PRI of Mexico, Reoberto Regalado of the
PCC of Cuba, Lorena Peña of the FMLN of El Salvador, Orlando
Núñez of the FSLN of Nicaragua, Carlos Baraibar of the FA of
Uruguay, Didalco Bolívar of the Partido Podemos of Venezuela,
as well as a representative of Argentina, to analyze and
enrich the proposals of the Consensus Document of Buenos
Aires: a new model of development for Latin America and the
Caribbean.
- We
recognize the creation of the COPPPAL-US, coordinated by Dr.
Rafael Abinader, vice-president of the Conference and member
of the Partido Revolucionario Dominicano; Lic. Fernando
Martín of the Partido Independentista Puertorriqueño; and a
representative of the Frente Farabundo Martí para la Liberación
Nacional.
- We
approve the Work Program of the COPPPAL for the 2006-2007
period.
- We
agree to the quarterly publication of the COPPPAL Magazine.
- We
approve the participation of the COPPPAL in the Third Congress
of Social Politics to be held in Buenos Aires, Argentina, the
18th to the 20th of this October.
Points
of Agreement
BRAZIL
We
salute the President of the Republic of Brazil, Luiz Inacio Lula
da Silva, and declare our solidarity with his candidacy for
reelection with the Partido Dos Trabalhadores, wishing him success
in the upcoming elections of October 1st of this year.
CUBA
We
reject the ¨Bush Plan¨against Cuba, which will continue to
deepen the political interference of the North American
administration, with the clear intention of destabilizing the
Cuban government. The COPPPAL hopes for the quick recuperation of
the President Fidel Castro, and demands justice for the five
Cubans imprisoned in the United States for their fight against
terrorism.
EL
SALVADOR
We
support the Frente Farabundo Martí para la Liberación Nacional
in its political, social, and diplomatic struggle to salvage the
road to peace of 1992, and back its request to the UN for the
realization of: a political assessment of the peace accords, to
name an observer of human rights; to send an international expert,
technologically and scientifically capable of investigating the
recent crimes; and to encourage a national and international
campaign for the disarmament of civil society.
GUATEMALA
The
COPPPAL expresses its concern regarding the climate of violence
today in Guatemala, and renews its solidarity with Álvara Colon
Caballero, presidential candidate and secretary general of the
Unidad Nacional de la Esperanza and the leaders of this party, who
have suffered attempts against their security and fiscal well-being,
such that we agree to send a delegation to discuss this topic with
the President of the Republic, Oscar Berger.
In
addition, taking into account the declarations made by the Vice-President
of the Republic on the 31st of August, 2006, published
in the Diario la Hora on the fifth page, each party member of this
Conference will send a communication to the Guatemalan government
expressing its concern for these declarations, as well as for the
unstable situation in this country during this pre-election season.
HAITI
The
COPPPAL congratulates the return to a democratic process in Haiti
after the presidential and legislative elections this past
February, and we salute the formation a full-open government under
the direction of René Preval and with the participation of
numerous political parties, among them the Partido Fusión Social
Demócrata and the Organización Pueblo en Lucha, members of this
Conference. In addition, we declar our concern with the climate of
insecurity which affects the lives of Haitian citizens, and call
upon the international community to help our brother country so
that it may execute the economic and social programs integral to
its sustainable development. The COPPPAL hereby promises to send a
delegation of observers to the next election, set by the Electoral
Council of Haiti for December, 2006.
NICARAGUA
The
party members of the COPPPAL views with great satisfaction the
growing support of the Nicaraguan people for the Frente Sandinista
de Liberación Nacional in the present electoral period. The
triumph of Daniel Ortega renewed our hope for the people, based in
an authentic unity and reconciliation of all Nicaraguans. The
COPPPAL declares its support for the FSLN in the current electoral
contest, confident that its electoral victory will serve to
reignite the fight for social justice, national autonomy, and the
well-being and happiness of the Nicaraguan people.
PANAMA
We
agree to assist the Panamanian people in their participation in
the referendum regarding the expansion of the Panama Canal, such
as will allow a greater sovereignty and economic development of
the country.
PUERTO
RICO
The
COPPPAL supports the process of decolonization of Latina America
and the Caribbean, and reiterates its backing of the independence
of Puerto Rico and its permanent solidarity with the Partido
Independentista Puertorriqueño (PIP) in its inalienable right to
self-determination. We pledge to assist in the realization of the
Congress for the Independence of Puerto Rico, which will be held
in Panama the 18th and 19th of this December.
PARLACEN-VENEZUELA
The
COPPPAL contratulates the Parlamento Centroamericano (PARLACEN) in
its efforts for the continued integration of Central America by
assuming the status of permanent observer in the Asamblea Nacional
de la República Bolivariana of Venezuela. Beginning in September,
PARLACEN will count as another brother in the advancement of the
beliefs of Bolívar, Martí, Sandino, Morazán, and Torrijos.
EUROPEAN-LATIN
AMERICAN ASSEMBLY
The
COPPPAL congratulates the decision of the Central American
Parliament, the European Parliament, the Adean Parliament,
and the Latin American Parliament to join in the formation of the
European-Latin American Assembly in Brussels on the 7th
of November of this year. The agreements of the association, in
addition to the treaties of free trade, regulate the cooperation
for the development of our peoples.
REPUBLICA
SAHARAUI
The
COPPPAL, in accordance with its support for self-determination and
sovereignty of the peoples of this world, declares its support for
the fight of the Saharaui people to exercise their right to self-determination
and freedom in accordance with UN resolutions. We exhort the
government of Morocco to comply with its promises under
international law in the UN plan for peace. Finally, the COPPPAL
calls upon the governments of the region to strengthen diplomatic
ties and cooperation with the Republic of Saharaui, the only
Spanish-speaking country in the Arab world.
