DECLARACIÓN DE PANAMÁ
Los
partidos miembros de la Conferencia Permanente de Partidos Políticos
de América Latina y el Caribe (COPPPAL), inspirados en los
valores y principios que constituyeron esta organización, próxima
a conmemorar el 12 de octubre del 2009 su XXX aniversario,
reiteran el compromiso compartido por sus miembros de favorecer la
búsqueda permanente de diálogo político para perfeccionar y
consolidar la democracia en América Latina y de continuar
pugnando por un crecimiento económico sostenido y por políticas
para la superación de la pobreza y la desigualdad, hasta alcanzar
mayores niveles de inclusión y justicia social en los países de
la región.
Con
el mismo espíritu de solidaridad continental y misión común que
ha dado marco a anteriores encuentros de los miembros de esta
Conferencia en tierra panameña y contenidas en sus Declaraciones
I, II y III, los representantes de los partidos de la COPPPAL al
concluir estas jornadas de reflexión, hemos podido profundizar y
avanzar en el análisis de los diferentes asuntos de la problemática
regional y de cada uno de nuestros países en particular, lo que
nos lleva a continuar redoblando esfuerzos para impulsar la unidad
de América Latina y el Caribe para alcanzar los fines en que
coincidimos tanto en lo económico, social, político y cultural,
preservando en todo momento la identidad de cada una de nuestras
naciones.
La
COPPPAL al refrendar su vocación latinoamericanista y caribeña,
reitera su histórico reconocimiento al invaluable aporte del
general Omar Torrijos a la dignidad de nuestro Continente.
Los
partidos miembros de la COPPPAL reunidos en la Ciudad de Panamá,
los días 18 y 19 de abril del 2008 en su XXVII Reunión Plenaria
suscriben los siguientes
Acuerdos
-
Se
agradece al Partido Revolucionario Democrático, a sus
dirigentes y en particular a su secretario general y
vicepresidente de nuestra Conferencia, Martín Torrijos, la
hospitalidad que permitió el éxito de los trabajos de este
encuentro.

Se
entregó la Orden al Mérito Latinoamericano Luis
Donaldo Colosio al Cdte. Tomás Borge.
-
Se
aprueba rendir un homenaje y entregar la Orden al Mérito
Latinoamericano Luis Donaldo Colosio a Gustavo Carvajal
Moreno, presidente adjunto y fundador de la COPPPAL, en la
XXVIII Reunión Plenaria conmemorativa del XXX aniversario de
la fundación de la Conferencia.

Se
acepta el cambio de miembro asociado a miembro de pleno
derecho de los partidos Unidad Nacional de la Esperanza (UNE)
de Guatemala, de la Liberación Dominicana (PLD) y MAN de Curaçao.
-
Se
aprueba efectuar en el mes de julio en México una reunión
para la reinstalación de la COPPPAL Juvenil y
posteriormente otra en octubre, en San Salvador.
-
Se
resuelve fortalecer el Mecanismo de Mujeres de la Conferencia,
y las distintas resoluciones emanadas de sus diferentes
encuentros, dando apoyo político y económico para que puedan
realizar las reuniones y eventos generales y regionales, así
como otras actividades a programar, como el diplomado de
equidad de género y la Página web, y garantizar la realización
del Encuentro de la región andina los días 5 y 6 de agosto
en Colombia y el IV Encuentro del Mecanismo de Mujeres que se
realizará en Argentina en el mes de noviembre.

Se
resuelve enviar una comisión para continuar las gestiones ya
iniciadas, a fin de impulsar la posibilidad de reunir a la
COPPPAL y a la International Conference of Asian Political
Parties (ICAPP) en un encuentro bicontinental para delinear
una agenda común en pos del establecimiento de un eje de
integración sur-sur.

Se
solicita a los partidos miembros la promoción en sus
respectivos países y partidos del Diplomado de la COPPPAL,
que comenzará a partir del mes de julio de 2008.
-
Se
acepta la propuesta para la creación de un instituto de
investigación, formación y extensión en relaciones
internacionales con sede en Bogotá y adscrito a una institución
de educación superior.
-
Se asigna al Partido de la Liberación Dominicana para que
efectúe, con el acompañamiento del Partido Independentista
Puertorriqueño y el Partido Liberal de Honduras y
representantes de la Alianza Patriótica de Curazao, todas las
gestiones necesarias ante el Comité de Descolonización de
las Naciones Unidas para que sean analizados los casos de
Curazao y Bonaire.

Se
resuelve que la Comisión Económica y Social sea dirigida por
Didalco Bolívar del Partido Podemos de Venezuela y que
Eduardo Román Rodríguez del Partido Liberal Colombiano,
presida la Comisión de Ecología y Medio Ambiente.
-
Se aprueba el documento referente al Banco del Sur que se
anexa a la presente Declaración.
-
Asimismo,
se informa que la sede COPPPAL-Estados Unidos, presidida por
Rafael Abinader del Partido Revolucionario Dominicano,
realizará una Conferencia en la ciudad de Nueva York en el
mes de septiembre a cuya organización se sumará Inocencio
García del Partido de la Liberación Dominicana.
PUNTOS
DE ACUERDO
BONAIRE
Considerando
que la recolonización de la isla de Bonaire es casi una realidad,
convirtiendo a esta isla en municipio de Holanda, la COPPPAL
solicita poner fin a este proceso y condena la práctica de
recolonización del Caribe, por lo que decide acercar al Comité
Especial de Descolonización de las Naciones Unidas la petición
de revisar el proceso de recolonización de la isla por parte de
los Países Bajos (se anexa documento).
BOLIVIA
La
COPPPAL se solidariza con el pueblo y gobierno boliviano y hace un
llamado al respeto a su soberanía nacional e institucionalidad
democrática y a la integridad territorial.
Rechazamos
categóricamente cualquier indicio de fragmentación
del estado boliviano, que ha titulo de autonomías
regionales, se pretende balcanizar muy peligrosamente Bolivia
y la región, generando un clima de inestabilidad en
nuestro continente.
CURAZAO
La
COPPPAL acepta la resolución sobre el proceso de descolonización
de Curazao presentado por la Alianza Patriótica de los Partidos
de este país y se acuerda una resolución de apoyo a los mismos.
Además, resuelve enviar una carta al Comité
Especial de Descolonización de las Naciones Unidas
solicitando una audiencia. (se
anexan resoluciones y carta)
COLOMBIA
La
COPPPAL expresa su respaldo al contenido de la Declaración de la
XX Cumbre de Río reunida el pasado 7 de marzo en Santo Domingo y
a la Resolución emanada de la Reunión de Cancilleres de la OEA
efectuada en Washington el 19 de marzo de este año.
La
Conferencia expresa que el principio de pleno respeto a la soberanía
e integridad territorial de los estados no puede verse afectada
bajo ninguna circunstancia por acciones unilaterales de ningún
estado.
La
COPPPAL resalta que en estas reuniones se demostró una vez más
el avance y la madurez política de las naciones latinoamericanas
y caribeñas en el camino de encontrar soluciones pacíficas a sus
diferencias.
Una
vez más declaramos estar dispuestos a colaborar en el proceso de
paz en Colombia y hacemos un llamado urgente para lograr el
acuerdo humanitario que permita la liberación inmediata de todos
y cada uno de los rehenes políticos y económicos en poder de la
guerrilla de las FARC, así como la libertad de prisioneros de las
FARC en las cárceles del gobierno colombiano.
Mediante
esta resolución se solicita a las partes involucradas en el
conflicto, encuentren un punto de acuerdo que permita el
entendimiento y el diálogo político en procura de una paz
permanente para bien del pueblo colombiano y tranquilidad de la
comunidad latinoamericana.
Proponer
a los gobiernos de América Latina y el Caribe, la construcción
de un Grupo de Países Amigos de la Paz en Colombia.
CUBA
La
COPPPAL demanda la inmediata excarcelación de Antonio Guerrrero,
Gerardo Hernández, René González, Ramón Labañino y Fernando
González, ciudadanos cubanos que cumplen injustas penas de cárcel
en los Estados Unidos por defender a su país de acciones
terroristas fraguadas en el exterior.
ECUADOR
La
COPPPAL reitera la vigencia del principio de soberanía,
consagrado por el Derecho Internacional, como eje de las
relaciones entre los Estados de la Comunidad de América Latina y
el Caribe.
Condena
la violación de la soberanía por parte del gobierno de Álvaro
Uribe al territorio del Ecuador, realizada el 1 de marzo de 2008.
Exhorta
a los gobiernos de América Latina y el Caribe a desarrollar
organismos propios que permitan la resolución de conflictos y la
integración.
Insta
al gobierno de Colombia, como dicta al Derecho Internacional, a
ofrecer seguridades y garantías adecuadas de no repetición del
acto.
Se
solidariza con los familiares de las víctimas de los estudiantes
mexicanos y sus justas demandas de reparación.
Saluda
el compromiso del gobierno de Rafael Correa de dar por terminado
el Acuerdo de la presencia de militares estadounidenses en la Base
de Manta, una vez que éste termine en el 2009, y declarar al
Ecuador como territorio de paz libre de tropas militares
extranjeras.
EL
SALVADOR
La
COPPPAL ha venido acompañando el proceso político salvadoreño,
demandando elecciones justas y transparentes, libres de toda
injerencia extranjera en el marco de un genuino debate de ideas y
propuestas.
La
Conferencia da su apoyo político y moral al FMLN en su esfuerzo
por alcanzar la Presidencia con su candidato Mauricio Funes y la
victoria en las elecciones legislativas y municipales del 2009. La
solidaridad y acompañamiento de los partidos miembros será un
valioso aporte al proceso de democratización en El Salvador.
HAITÍ
La
COPPPAL hace un llamado a la comunidad internacional,
particularmente a los gobiernos de los partidos miembros para
definir una política proactiva para ayudar a Haití a resolver la
crisis social que afecta al pueblo haitiano y continuar el proceso
de democratización y de paz para cambiar el futuro de este
hermano pueblo caribeño.
PUERTO
RICO
La
COPPPAL reitera su apoyo a la independencia de Puerto Rico y su
solidaridad con el Partido Independentista Puertorriqueño.
Se
acuerda movilizar a todos los partidos miembros para lograr las
metas que se han propuesto en el Comité Especial de Descolonización
y de cara a la próxima Asamblea General de las Naciones Unidas y
redoblar gestiones para que los gobiernos de América Latina y el
Caribe colaboren con los esfuerzos que habrán de realizarse para
que la solicitud del Comité Especial sobre Descolonización con
respecto a la Asamblea General sea atendida con prontitud por la
ONU.

Fourth
Declaration of Panama City
The
member parties of the Permanent Conference of the Political
Parties of Latin America and the Caribbean (COPPPAL), inspired by
the values and principals which constitute this organization,
reiterate the agreement shared by its members to favor the
permanent search for political dialogue, to perfect and
consolidate democracy in Latin America, and to continue fighting
for sustainable economic growth and for policies to overcome
poverty and ineuality, until the countries of the region obtain
better levels of inclusion and social justice.
With
the same spirit of regional solidarity and the sense of common
mission which has marked the past meetings of the members of this
Conference in Panama and as are expressed in the Declarations I,
II, and III, the representatives of the parties of the COPPPAL, at
the conclusion of these days of reflection, have examined and
advanced in the analysis of the different challenges faced in the
region and in each one of our countries, which has led us to
redouble our efforts to encourage the unity of Latin America and
the Caribbeam in order to achieve our common goals regarding the
economy, society, politics, and culture, at the same time
preserving the unique identity of each of our nations.
The
COPPPAL, according to its regional purpose, reiterates its
historic recognition of the invaluable support by the General Omar
Torrijos for the dignity of our Continent.
The
member parties of the COPPPAL, convened in Panama City the 18th
and 19th of April, 2008, in its XXVII Plenary Meeting,
subscribe to the following:
Agreements
- We
thank the Partido Revolucionario Democrático and its leaders,
in particular its Secretary General and Vice-President of this
Conference, Martín Torrijos, for the hospitality that has
enabled the successful workings of this meeting.
- We
bestow the Order of Merit of Latin America, given in honor of
Luís Donaldo Colosio, to Tomás Borge.
- We
declare the intent to render homage and bestow the Order of
Merit of Latin America, given in honor of Luís Donaldo
Colosio, to Gustavo Carvajal Moreno, Deputy President and
Founder of the COPPPAL, in the XXVIII Plenary Meeting,
comemorating the XXX aniversary of the foundation of the
COPPPAL.
- We
accept the change in membership related to the parties Unidad
Nacional de Esperanza (UNE), of Guatemala, and the Liberación
Dominicana (PLD) and MAN of Curacao.
- We
approve the enactment in the month of July in Mexico of a
meeting to reinstate the COPPPAL Youth, followed by a meetinf
in San Salvador in October.
- We
resolve to strengthen the Women´s Organization of the
Conference, and the different resolutions agreed upon in these
sessions, giving political and economic assistance such that
they may hold meetings and regional events, as well as other
activities, such as the Certificate Program in Gender Equality
and the development of a website; we guarantee the realization
of the Meeting of the Andean Region during the 5th
and 6th of August, to be held in Colombia, as well
as the 4th Meeting of the Women´s Organization of
the COPPPAL, to be held in Argentina during the month of
November.
- We
resolve to send a commission to continue the measures already
initiated with the goal of encouraging the reuniting of the
COPPPAL and the International Conference of Asian Political
Parties (ICAPP) in a bicontinental meeting to delinieate a
common agenda in advance of establishing a road to South-South
integration.
- We
request promotion by the member parties in the respective
countries for the Certificate Program of the COPPPAL, which
will begin in July, 2008.
- We
accept the proposal for the creation of an institute for the
research, formation, and dispersal of international relations,
to be headquartered in Bogota, in conjunction with an
institution of higher education.
- We
assign to the Partido de la Liberacion Dominicana, with the
assistance of the Partido Independentista Puertorriqueño, the
Partido Liberal de Honduras, and the Alianza Patriótica de
Curazao, the carrying out of the necessary proceedings of the
Committee for the Decolonization of the United Nations such
that they may analyze the cases of Curacao and Bonaire.
- We
resolve that the Social and Economic Commission be headed by
Didalco Bolívar of the Partido Podemos of Venezuela, and that
the Commission for Ecology and the Environment be headed by
Eduardo Román Rodríguez of the Partido Liberal Colombiano.
- We
approve the document regarding the Banco del Sur, which is
annexed to this Declaration.
- We
delcare that the COPPPAL-US headquarters, presided over by
Rafael Abinader of the Partido Revolucionario Dominicano, will
hold a Conference in the city of New York during the month of
September, joined by the organization of Inocencio García, of
the Partido de la Liberación Dominicana.
Points
of Agreement
BONAIRE
Considering
the recolonization of the island of Bonaire is practically a
reality, in the conversion of this island into a Dutch
municipality, the COPPPAL requests the immediate end of this
process and condemns the process of recolonization underway in the
Caribbean, as was declared to the Special Committee for the
Decolonization of the United Nations in our petition to cease the
recolonization of the island by the Netherlands (annexed to this
document).
BOLIVIA
The
COPPPAL declares its solidarity with the people and government of
Bolivia in the effort to retain national sovereignty,
institutional democracy, and territorial integrity.
We
categorically reject the signs of fragmentation of the Bolivian
state, caused by autonomous regions, which attempt to Balkanize
Bolivia and the region, generating a climate of instability in our
Continent.
CURACAO
The
COPPPAL accepts the resolution regarding the process of
decolonization in Curacao, presented by the Alianza Patriótica de
los Partidos of the country, and agrees to a resolution to assist
these parties. In addition, we resolve to send a letter to the
Special Committee for Decolonization of the United Nations,
requesting an audience (resolution
and letter annexed to this document).
COLOMBIA
The
COPPPAL expresses its agreement with the content of the
Declaration of the XX Cumbre de Río, held this past March in
Santo Domingo, and the Resolution by the Meeting of the
Chancellors of the Organization of the American States, held in
Washington, the 19th of March of this year.
The
Conference declares that the principle of the full respect of the
sovereignty and territorial integrity of states cannot be defied
under any circumstances by the unilateral actions of any state.
The
COPPPAL emphasized that in these meeting, the advanced and mature
politics of the Latin American and Caribbean states was
demonstrated by the peaceful pursuit of the resolution of their
differences.
We
declare ourselves willing to collaborate in the process for peace
in Colombia, and urgently call for the realization of humanitarian
accords which permit the immediate liberation of each of the
political and economic hostages taken by the FARC guerrillas,
which equally lead to the liberation of the FARC prisoners from
Colombian prisons.
Regarding
this resolution, we ask the involved parties to find a point of
agreement which permits the political dialogue and understanding
necessary for permanent
peace for the good of the Colombian people and the embetterment of
the Latin American community as a whole.
We
propose to the governments of Latin America and the Caribbean the
construction of an Alliance of Countries for Peace in Colombia.
CUBA
The
COPPPAL demands the immediate liberation of Antonio Guerrero,
Gerardo Hernández, René González, Ramón Labañino, and
Fernando González, Cuban citizens suffering unjust incarceration
in the United States for defending their country against external
terrorist threats.
ECUADOR
The
COPPPAL restates the validity of the principle of sovereignty, so
stated by international law, as fundamental in the relations
within the community of states in Latin America and the Caribbean.
We
condemn the violation of sovereignty on the part of the government
of Álvaro Uribe upon the territory of Ecuador, which occured the
1st of March, 2008.
We
exhort the governments of Latin America and the Caribbean to
develop their own organizations to allow for the resolution of
conflicts and integration.
We
urge the government of Colombia, in accordance with international
law, to offer adecuate security and guarantees that it will not
repeat this action.
We
salute the agreement by the government of Rafael Correa to give an
end date to the presence of American troops at the Manta Base,
once its agreement expires in 2009, and to delcare Ecuador as a
peaceful territory free of foreign troops.
EL
SALVADOR
The
COPPPAL has been following the political process in El Salvador,
calling for just and transparent elections, free from foreign
interference in the genuine debate of ideas and proposals.
The
Conference gives its political and moral support to the FMLN in
its effort to achive the Presidency with its candidate Mauricio
Funes and its victory in the federal and municipal elections of
2009. The solidarity of the party members will be a valuable aid
in the process of democratization in El Salvador.
HAITI
The
COPPPAL makes an urgent call to the international community,
particularly to the governments of party members, to define a
proactive policy to help Haiti resolve its social crisis, which
affects the Haitian people and the process of democratization and
peace in the country.
PUERTO
RICO
The
COPPPAL restates its support for the independence of Puerto Rico,
and its solidarity with the Partido Independentista Puertorriqueño.
The
Conference agrees to mobilize all party members, for the success
of the measures proposed by the Special Committee on
Decolonization, to attend the next General Assembly of the United
Nations and redouble efforts to coordinate regional governments.
